AMENDMENT TO HOUSE BILL 4546

AMENDMENT NO. ______. Amend House Bill 4546, AS AMENDED, by replacing everything after the enacting clause with the following:

"Section 5. The Illinois Municipal Code is amended by adding Sections 10-1-15.1 and 10-2.1-31 as follows:

(65 ILCS 5/10-1-15.1 new)

Sec. 10-1-15.1. Police officers, firefighters, and paramedics; children of employees killed in the line of duty. Any son or daughter of a firefighter, paramedic, or police officer killed in the line of duty whose name appears on an eligibility list for a position as a firefighter, paramedic, or police officer in a municipality with a population of 1,000,000 or more and who passes all requirements for the position is guaranteed to be hired from that eligibility list. A municipality with a population of 1,000,000 or more may not regulate the hiring of firefighters, paramedics, or police officers in a manner that is inconsistent with this Section. This Section is a limitation under subsection (i) of Section 6 of Article VII of the Illinois Constitution on the concurrent exercise by home rule units of powers and functions exercised by the State.

Section 90. The State Mandates Act is amended by adding Section 8.30 as follows:

(30 ILCS 805/8.30 new)

Sec. 8.30. Exempt mandate. Notwithstanding Sections 6 and 8 of this Act, no reimbursement by the State is required for the implementation of any mandate created by this amendatory Act of the 94th General Assembly.".
