AMENDMENT TO HOUSE BILL 4546

2     AMENDMENT NO. ______. Amend House Bill 4546, AS AMENDED, by
3 replacing everything after the enacting clause with the
4 following:
 
5     "Section 5. The Illinois Municipal Code is amended by
6 adding Sections 10-1-15.1 and 10-2.1-31 as follows:
 
7     (65 ILCS 5/10-1-15.1 new)
8     Sec. 10-1-15.1. Police officers, firefighters, and
9 paramedics; children of employees killed in the line of duty.
10 Any son or daughter of a firefighter, paramedic, or police
11 officer killed in the line of duty whose name appears on an
12 eligibility list for a position as a firefighter, paramedic, or
13 police officer in a municipality with a population of 1,000,000
14 or more and who passes all requirements for the position is
15 guaranteed to be hired from that eligibility list. A
16 municipality with a population of 1,000,000 or more may not
17 regulate the hiring of firefighters, paramedics, or police
18 officers in a manner that is inconsistent with this Section.
19 This Section is a limitation under subsection (i) of Section 6
20 of Article VII of the Illinois Constitution on the concurrent
21 exercise by home rule units of powers and functions exercised
22 by the State.

16     Section 90. The State Mandates Act is amended by adding
17 Section 8.30 as follows:
 
18     (30 ILCS 805/8.30 new)
19     Sec. 8.30. Exempt mandate. Notwithstanding Sections 6 and 8
20 of this Act, no reimbursement by the State is required for the
21 implementation of any mandate created by this amendatory Act of
22 the 94th General Assembly.".
