AMENDMENT TO HOUSE BILL 4546

2     AMENDMENT NO. ______. Amend House Bill 4546 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Illinois Municipal Code is amended by
5 adding Sections 10-1-15.1 and 10-2.1-31 as follows:
 
6     (65 ILCS 5/10-1-15.1 new)
7     Sec. 10-1-15.1. Police officers, firefighters, and
8 paramedics; children of employees killed in the line of duty.
9 Any son or daughter of a firefighter, paramedic, or police
10 officer killed in the line of duty who passes all requirements
11 for the position is guaranteed to be hired from his or her
12 current eligibility list. A home rule unit may not regulate the
13 hiring of firefighters, paramedics, or police officers in a
14 manner that is inconsistent with this Section. This Section is
15 a limitation under subsection (i) of Section 6 of Article VII
16 of the Illinois Constitution on the concurrent exercise by home
17 rule units of powers and functions exercised by the State.

7     Section 90. The State Mandates Act is amended by adding
8 Section 8.30 as follows:
 
9     (30 ILCS 805/8.30 new)
10     Sec. 8.30. Exempt mandate. Notwithstanding Sections 6 and 8
11 of this Act, no reimbursement by the State is required for the
12 implementation of any mandate created by this amendatory Act of
13 the 94th General Assembly.".
