 1        AN ACT in relation to certain land.

 2        Be it  enacted  by  the  People  of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4                             Article 5.

 5        Section  5-5.  Upon  the payment of the sum of $15,000 to
 6    the State of Illinois, and subject to the condition set forth
 7    in Section 5-100 of this Act, the Secretary of Transportation
 8    is authorized to convey by quitclaim deed all  right,  title,
 9    and  interest  in  and to the following described land in St.
10    Clair County, Illinois, to Aldi, Inc.:

11    Parcel No. 800XA91
12        Part of Lots 7 and 8 of Bellevue Addition to  Swansea  as
13        recorded  in  Book of Plats "G", Page 47 of the St. Clair
14        County Land Records, all located in the Southeast Quarter
15        of Section 16, Township 1 North,  Range  8  West  of  the
16        Third  Principal  Meridian,  St.  Clair County, Illinois,
17        being more particularly described as follows:
18        Commencing at a found brass monument  marking  centerline
19        Station  117+82.26  of  SBI  Route  159;  thence North 89
20        degrees 27 minutes 53 seconds West, 55.00 feet to a point
21        located on the west line of said SBI  Route  159;  thence
22        along  a  curve to the right, having a radius of 2,236.83
23        feet, an arc length of 21.22 feet and a chord bearing  of
24        South  00  degrees 47 minutes 09 seconds West, 21.22 feet
25        to the Point of Beginning.
26        From said Point of Beginning; thence along a curve to the
27        right, having a radius of 2,236.83 feet, an arc length of
28        73.87 feet and a chord bearing of  South  02  degrees  01
29        minute  45 seconds West, 73.87 feet to a point located on
30        the north  line  of  Caroline  Street;  thence  North  88
31        degrees  04  minutes 01 second West along said north line

 5        117.68 feet to the Point of Beginning.
 6        Parcel 800XA91 herein described contains 0.095 acre.
 7        Basis of bearing is based on  the  Illinois  State  Plane
 8        Coordinate System, West Zone.

 9        Section  5-10.  Upon  the payment of the sum of $4,000 to
10    the State of Illinois, and  subject  to  the  conditions  set
11    forth  in Section 5-100 of this Act, the easement for highway
12    purposes acquired by the People of the State of  Illinois  is
13    released  over  and  through  the following described land in
14    Peoria County, Illinois:

16        A part of Lot 1 of Johnson and Wead's Subdivision of  the
17        Northwest  Quarter of Section 29, Township 9 North, Range
18        8 East of the Fourth Principal Meridian,  Peoria  County,
19        State of Illinois, described in detail as follows.
20        Commencing at the center of said Section 29, thence North
21        0  Degrees  32  Minutes  East  (Bearings  are assumed for
22        descriptive purposes only), 87.7 feet along the east line
23        of the Northwest Quarter of said Section 29 to a point on
24        the existing Survey Line of  F.A.  Route  31  at  Station
25        246+38.6;  thence  northwesterly  931.3  feet   along the
26        Survey Line to Station 237+07.3, said Survey Line being a
27        curve concave to the north, said curve having a radius of
28        4244.23 feet with a chord length of  929.4  feet  bearing
29        North  70 Degrees 53 Minutes West; thence South 0 Degrees

 8        61.52  feet  to  a  point  87.62  feet  radially  distant
 9        southwesterly from the said Survey Line; thence South  69

13        Section 5-15. Upon the payment of the sum  of  $9,400  to
14    the  State  of  Illinois, the rights and easements of access,
15    crossing, light,  air,  and  view  from,  to,  and  over  the
16    following  described  line  and  FAP  Route  322 are restored
17    subject to permit requirements  of  the  State  of  Illinois,
18    Department of Transportation.

20        Direct  access  to  FAP  Route  322  (U.S.  51)  shall be
21        restored to 467.93 feet of a tract of land  abutting  the
22        westerly  right  of  way  line  of  said highway from the
23        intersection of the north line of the  Northeast  Quarter
24        of the Southwest Quarter of Section 19, Township 1 North,
25        Range  1  East  of  the  Third Principal Meridian and the
26        westerly right of way line of said FAP  Route  322  at  a
27        point  60.00  feet  westerly  of  Station  839+53  of the
28        centerline of said FAP Route 322; thence southerly 467.93
29        feet along said right of way line, to a point 60.00  feet
30        westerly of Station 835+00.
31    and further;
32        Upon  the  payment  of  the  sum  of $900 to the State of
33    Illinois, and subject to the condition set forth  in  Section

 6        A  part of the Northeast Quarter (NE1/4) of the Southwest
 7        Quarter (SW1/4) of Section 19, Township 1 North, Range  1
 8        East  of  the Third Principal Meridian, more particularly
 9        described as follows:
10        Commencing at a point, being the Northeast corner of  the
11        Northeast   Quarter  (NE1/4)  of  the  Southwest  Quarter
12        (SW1/4) of said Section 19,  thence  Westerly  along  the
13        North  Line  of said Southwest Quarter (SW1/4) a distance
14        of 407.64 feet to an iron pin set, hereinafter  known  as
15        the  point  of  beginning;  thence parallel with the East

19    Section  5-100 of this Act, the easement for highway purposes
20    acquired by the People of the State of Illinois  is  released

30        East  along  the  east  line of said Southeast Quarter, a

21    is authorized to convey by quitclaim deed all  right,  title,
22    and interest in and to the following described land in DuPage
23    County,  Illinois,  to  Public  Storage,  Inc.,  a California
24    Corporation.

26        Lots 11 and 12, except the South 100.00 feet of said Lots
27        11 and 12, in Block 1 of Westlands Unit Number One, being
28        a subdivision of part of the Southeast Quarter of Section
29        15, Township  39  North,  Range  11  East  of  the  Third
30        Principal   Meridian,   according  to  the  plat  thereof
31        recorded September 25, 1952 as document number 663154, in
32        DuPage County, Illinois.

19                             Article 10.

20        Section 10-5.  The  Director  of  Natural  Resources,  on
21    behalf of the State of Illinois, is authorized to execute and

31    Natural  Resources,  a  quit  claim  deed  to  the  following
32    described real property, to wit:
33             All land, improvements, and appurtenances at what is

 1        known  as Fort Defiance State Park, now under the control
 2        and jurisdiction of the Illinois  Department  of  Natural
 3        Resources,  thought  to  contain  38 acres, more or less,
 4        situated in Alexander County, Illinois.
 5        (b)   The  conveyance  of  real  property  authorized  by
 6    subsection (a) shall be made subject to: (1) existing  public
 7    utilities,   existing   public   roads,   and   any  and  all
 8    reservations,  easements,  covenants  and   restrictions   of
 9    record;  (2) the existing lease (or leases) to the Confluence
10    Development Corporation; and (3) the express  condition  that
11    if   said   real  property  ceases  to  be  used  for  public
12    recreational purposes,  it  shall  revert  to  the  State  of
13    Illinois, Department of Natural Resources.

14        Section  10-40.   The  Director  of  Natural Resources is
15    authorized to  convey,  for  the  consideration  of  $1,  the
16    following described real property to the Village of Lemont by
17    quitclaim  deed,  subject  to  the  conditions  that the real
18    property be used for public open space  and  trail  purposes,
19    that  if  the real property ceases to be used for public open
20    space  and  trail  purposes  it  shall  revert  back  to  the
21    Department of Natural Resources, and that  the  grantee  pays
22    any costs for the transfer:
23        Illinois  and  Michigan  Canal, including the ninety-foot
24    Reserves on either side thereof, located or lying within  the
25    Northeast  Quarter of Section 25, Township 37 North, Range 10
26    East  of  the  Third  Principal  Meridian,  in  Will  County,
27    Illinois.

28        Section 10-45.  The  Director  of  Natural  Resources  is
29    authorized  to  convey,  for  the  consideration  of  $1, the
30    following described real property to the Village of  Matteson
31    by  quitclaim  deed,  subject to the conditions that the real
32    property be used for public open space  and  trail  purposes,

 7        Principal Meridian, further described  as  that  part  of

10        the  Southwest  Quarter of said Section 21, distant North
11        00 degrees 31 minutes 46 seconds West, (bearing based  on
12        Illinois  State  Plane  Coordinates East Zone) 99.50 feet
13        from the Southeast  corner  of  said  Southwest  Quarter;
14        thence  South  89  degrees  35  minutes  06 seconds West,
15        2,642.11 feet to a Point of Termination in the West  line

 5    property be used for public open space  and  trail  purposes,
 6    that  if  the real property ceases to be used for public open
 7    space  and  trail  purposes  it  shall  revert  back  to  the
 8    Department of Natural Resources, and that  the  grantee  pays
 9    any costs for the transfer:
10             PARCEL 1: All of a strip of land, 100 feet in width,
11        part  of  the  former  Prairie  Trunk Railway corridor of
12        land,  upon  and  through  the  southmost  700  feet,  at
13        centerline of said corridor in the Southeast  Quarter  of
14        the  Southwest  Quarter of Section 31, Township 13 North,
15        Range  1  West  of  the  Third  Principal  Meridian,  and

26    containing  the  title,  the  enacting  clause, the effective
27    date,  the   appropriate   Sections   containing   the   land
28    descriptions  of property to be transferred, and this Section
29    within 60 days after this  Act's  effective  date  and,  upon
30    receipt  of  payment  required  by  the appropriate Sections,
31    shall record the certified document in the Recorder's  office
32    in the county in which the land is located.

 1                             Article 15.

 2        Section  15-5.  (a)  The  Mt. Vernon Township High School
 3    District, No. 201, Jefferson County,  Illinois,  (hereinafter
 4    "Mt.  Vernon  School  District") owns the following described
 5    real estate:
 6        The Northern 63.5 feet of Lot, 4, 5, 6, and 7 in Block 12
 7        of Green's Addition of Storms'  Survey of the  Town,  now
 8        City,  of Mt. Vernon, situated in the County of Jefferson
 9        and State of Illinois, and containing 0.46 acres more  or
10        less.
11        (b)  The  State  of Illinois owns the following described
12    real estate, which is under the control of the Department  of
13    Military Affairs:
14        Lots 4, 5 and 6 in Block 6 of Storms' Survey of the Town,
15        now  City, of Mt. Vernon; except the North 14 feet of Lot
16        4; and also  except  that  part  of  Lots  4,  5,  and  6
17        described  as  follows: Beginning at the Southwest corner
18        of Lot 6 and running thence East along the North boundary
19        line of Jordan Street 60 feet; thence North parallel with
20        Johnson Alley 165 feet; thence West parallel with  Jordan
21        Street  60  feet; thence South along the East boundary of
22        Johnson  Alley  165  feet  to  the  place  of  beginning;
23        situated  in  the  County  of  Jefferson  and  State   of
24        Illinois, and containing 0.55 acres more or less.
25        (c)  The  City of Mt. Vernon owns the following described
26    real estate, which is currently used as an alley:
27        Beginning at the Northeast corner of Lot 4 in Block 12 of
28        Green's Addition of Storms' Survey of the Town, now City,
29        of Mt. Vernon; thence West along the North boundary  line
30        of  Lots  4,  5,  6, and 7 a distance of 188 feet; thence
31        North 16 feet; thence East along the South boundary  line
32        of  Lot 1 a distance of 188 feet; thence South 16 feet to
33        the  place  of  beginning;  situated  in  the  County  of

 2        acres more or less.
 3        (d)  The  Adjutant  General,  on  behalf  of the State of
 4    Illinois  and  the  Department  of   Military   Affairs,   is
 5    authorized to convey by quit claim deed all right, title, and
 6    interest  of  the  State  of  Illinois  and the Department of
 7    Military Affairs in and  to  the  real  estate  described  in
 8    subsection  (b)  of  this  Section  to  the Mt. Vernon School
 9    District upon the Mt. Vernon  School  District  conveying  by
10    warranty  deed  to the State of Illinois the fee simple title
11    in and to the real estate described in subsection (a) of this
12    Section.  The authorization is contingent,  however,  on  the
13    City of Mt. Vernon vacating the real estate (alley) described
14    in  subsection  (c)  of  this Section and that the fee simple
15    title in and to that entire parcel of real estate vesting  in
16    the  State  of  Illinois when vacated, or fee simple title is
17    conveyed to the State of Illinois.  Furthermore, the Adjutant
18    General is authorized to accept conveyance of the real estate
19    described in subsection (b) of this Section  subject  to  the
20    Right of First Purchase by the Mt. Vernon School District, if
21    the  Department  of  Military  Affairs ceases to use the real
22    estate for military purposes, upon such terms as the Adjutant
23    General finds acceptable.

24        Section  15-10.  The  Adjutant  General  shall  obtain  a
25    certified copy of the portions of  this  Act  containing  the
26    title,   the   enacting   clause,  the  effective  date,  the
27    appropriate Section containing the land descriptions  of  the
28    property  to  be  transferred and this Section within 60 days
29    after  its  effective  date,  and  upon  receipt  of  payment
30    required by the Section, if any payment  is  required,  shall
31    record the certified document in the Recorder's Office in the
32    county in which the land is located.

 1                             Article 99.

 2        Section  99-5.  Effective date.  This Act takes effective
 3    upon becoming law.
