 1        AN ACT in relation to certain land.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4                             Article 5.

 5        Section 5-5.  Upon the payment of the sum of  $15,000  to
 6    the State of Illinois, and subject to the condition set forth
 7    in Section 5-100 of this Act, the Secretary of Transportation
 8    is  authorized  to convey by quitclaim deed all right, title,
 9    and interest in and to the following described  land  in  St.
10    Clair County, Illinois, to Aldi, Inc.:

11    Parcel No. 800XA91
12        Part  of  Lots 7 and 8 of Bellevue Addition to Swansea as
13        recorded in Book of Plats "G", Page 47 of the  St.  Clair
14        County Land Records, all located in the Southeast Quarter
15        of  Section  16,  Township  1  North, Range 8 West of the
16        Third Principal Meridian,  St.  Clair  County,  Illinois,
17        being more particularly described as follows:
18        Commencing  at  a found brass monument marking centerline
19        Station 117+82.26 of  SBI  Route  159;  thence  North  89
20        degrees 27 minutes 53 seconds West, 55.00 feet to a point
21        located  on  the  west line of said SBI Route 159; thence
22        along a curve to the right, having a radius  of  2,236.83
23        feet,  an arc length of 21.22 feet and a chord bearing of
24        South 00 degrees 47 minutes 09 seconds West,  21.22  feet
25        to the Point of Beginning.
26        From said Point of Beginning; thence along a curve to the
27        right, having a radius of 2,236.83 feet, an arc length of
28        73.87  feet  and  a  chord bearing of South 02 degrees 01
29        minute 45 seconds West, 73.87 feet to a point located  on
30        the  north  line  of  Caroline  Street;  thence  North 88
31        degrees 04 minutes 01 second West along said  north  line

 1        of  Caroline  Street,  98.50  feet to a point on the west
 2        line of said Lot 8; thence North 00 degrees 38 minutes 55

 5        117.68 feet to the Point of Beginning.
 6        Parcel 800XA91 herein described contains 0.095 acre.
 7        Basis  of  bearing  is  based on the Illinois State Plane
 8        Coordinate System, West Zone.

 9        Section 5-10.  Upon the payment of the sum of  $4,000  to
10    the  State  of  Illinois,  and  subject to the conditions set
11    forth in Section 5-100 of this Act, the easement for  highway
12    purposes  acquired  by the People of the State of Illinois is
13    released over and through the  following  described  land  in
14    Peoria County, Illinois:

16        A  part of Lot 1 of Johnson and Wead's Subdivision of the
17        Northwest Quarter of Section 29, Township 9 North,  Range
18        8  East  of the Fourth Principal Meridian, Peoria County,
19        State of Illinois, described in detail as follows.
20        Commencing at the center of said Section 29, thence North
21        0 Degrees 32  Minutes  East  (Bearings  are  assumed  for
22        descriptive purposes only), 87.7 feet along the east line
23        of the Northwest Quarter of said Section 29 to a point on
24        the  existing  Survey  Line  of  F.A. Route 31 at Station
25        246+38.6; thence  northwesterly  931.3  feet   along  the
26        Survey Line to Station 237+07.3, said Survey Line being a
27        curve concave to the north, said curve having a radius of
28        4244.23  feet  with  a chord length of 929.4 feet bearing
29        North 70 Degrees 53 Minutes West; thence South 0  Degrees
30        31  Minutes  West,  87.1  feet,  more or less to  a point
31        79.17 feet radially distant southwesterly from  the  said

 5        Road; thence North 45 Degrees 32 Minutes West, 25.00 feet
 6        along  the  existing  northerly  right  of  way  line  of
 7        Meadowbrook Road; thence North 8 Degrees 59 Minutes East,
 8        61.52  feet  to  a  point  87.62  feet  radially  distant
 9        southwesterly  from the said Survey Line; thence South 69
10        Degrees 45 Minutes East,  92.00  feet  to  the  Point  of
11        Beginning, containing 5,698 square feet, more or less, or
12        0.131 acre, more or less.

13        Section  5-15.  Upon  the payment of the sum of $9,400 to
14    the State of Illinois, the rights and  easements  of  access,
15    crossing,  light,  air,  and  view  from,  to,  and  over the
16    following described line  and  FAP  Route  322  are  restored
17    subject  to  permit  requirements  of  the State of Illinois,
18    Department of Transportation.

20        Direct access  to  FAP  Route  322  (U.S.  51)  shall  be
21        restored  to  467.93 feet of a tract of land abutting the
22        westerly right of way  line  of  said  highway  from  the
23        intersection  of  the north line of the Northeast Quarter
24        of the Southwest Quarter of Section 19, Township 1 North,
25        Range 1 East of the  Third  Principal  Meridian  and  the
26        westerly  right  of  way  line of said FAP Route 322 at a
27        point 60.00  feet  westerly  of  Station  839+53  of  the
28        centerline of said FAP Route 322; thence southerly 467.93
29        feet  along said right of way line, to a point 60.00 feet
30        westerly of Station 835+00.
31    and further;
32        Upon the payment of the sum  of  $900  to  the  State  of
33    Illinois,  and  subject to the condition set forth in Section

 2    authorized to convey by quitclaim deed all right, title,  and

 6        A part of the Northeast Quarter (NE1/4) of the  Southwest
 7        Quarter  (SW1/4) of Section 19, Township 1 North, Range 1
 8        East of the Third Principal Meridian,  more  particularly
 9        described as follows:
10        Commencing  at a point, being the Northeast corner of the
11        Northeast  Quarter  (NE1/4)  of  the  Southwest   Quarter
12        (SW1/4)  of  said  Section  19, thence Westerly along the
13        North Line of said Southwest Quarter (SW1/4)  a  distance
14        of  407.64  feet to an iron pin set, hereinafter known as
15        the point of beginning; thence  parallel  with  the  East
16        Line  of  said  Southwest  Quarter  (SW1/4) on an assumed
17        bearing of S00° 01'31"E, a distance of 471.27 feet, to  an
18        iron  pin  set;  thence  N82° 40'01"E, a distance of 29.41
19        feet to the Westerly right of way line of S.B.I. Route  2
20        (south  bound)  being  an  iron pin set; thence Northerly
21        along said right of way line, along a curve to the right,

10        27, Township 9 North, Range 8 East of the  4th  Principal

17        Section  5-25. Upon the payment of the sum of $850 to the
18    State of Illinois, and subject to the conditions set forth in
19    Section 5-100 of this Act, the easement for highway  purposes
20    acquired  by  the People of the State of Illinois is released
21    over and through the following  described  land  in  Macoupin
22    County, Illinois:

25        North, Range 9 West  of  the  Third  Principal  Meridian,
26        Macoupin   County,   Illinois,  being  more  particularly
27        described as follows:
28        Commencing at the  southeast  corner  of  said  Southeast
29        Quarter;  thence  North  00 degrees 57 minutes 45 seconds
30        East along the east line of  said  Southeast  Quarter,  a
31        distance  of  783.26  feet  to the northerly right of way
32        line of Illinois Route 108; thence South  87  degrees  27

30    forth in Section 5-100 of this Act, the easement for  highway
31    purposes  acquired  by the People of the State of Illinois is
32    released over and through the  following  described  land  in

18        Section 5-45. Upon the payment of the sum of  $84,000  to
19    the State of Illinois, and subject to the condition set forth
20    in Section 5-100 of this Act, the Secretary of Transportation
21    is  authorized  to convey by quitclaim deed all right, title,
22    and interest in and to the following described land in DuPage
23    County, Illinois,  to  Public  Storage,  Inc.,  a  California
24    Corporation.

26        Lots 11 and 12, except the South 100.00 feet of said Lots
27        11 and 12, in Block 1 of Westlands Unit Number One, being
28        a subdivision of part of the Southeast Quarter of Section
29        15,  Township  39  North,  Range  11  East  of  the Third
30        Principal  Meridian,  according  to  the   plat   thereof
31        recorded September 25, 1952 as document number 663154, in
32        DuPage County, Illinois.

19        freeway.
20        The  north  line of the South 100.00 feet of Lots 11, 12,
21        and 13, and the north line of the South  100.00  feet  of
22        the  30.00  foot  private  easement lying adjacent to and
23        East of said Lot 13, in Block 1 of Westlands Unit  Number
24        One, being a subdivision of part of the Southeast Quarter
25        of  Section  15,  Township 39 North, Range 11 East of the

29        Section  5-50.  Upon  the payment of the sum of $4,900 to
30    the State of Illinois, the rights  or  easements  of  access,

32    following described line and FA Route 5 (US 66) are  restored
33    subject  to  permit  requirements  of  the State of Illinois,

 7        known as Fort Defiance State Park, now under the  control
 8        and  jurisdiction  of  the Illinois Department of Natural

10        situated in Alexander County, Illinois.
11        (b)   The  conveyance  of  real  property  authorized  by
12    subsection  (a) shall be made subject to: (1) existing public
13    utilities,  existing  public   roads,   and   any   and   all
14    reservations,   easements,   covenants  and  restrictions  of
15    record; (2) the existing lease (or leases) to the  Confluence
16    Development  Corporation;  and (3) the express condition that
17    if  said  real  property  ceases  to  be  used   for   public
18    recreational  purposes,  it  shall  revert  to  the  State of
19    Illinois, Department of Natural Resources.

20        Section 10-40.  The  Director  of  Natural  Resources  is
21    authorized  to  convey,  for  the  consideration  of  $1, the
22    following described real property to the Village of Lemont by
23    quitclaim deed, subject  to  the  conditions  that  the  real
24    property  be  used  for public open space and trail purposes,
25    that if the real property ceases to be used for  public  open
26    space  and  trail  purposes  it  shall  revert  back  to  the
27    Department  of  Natural  Resources, and that the grantee pays
28    any costs for the transfer:
29        Illinois and Michigan Canal,  including  the  ninety-foot
30    Reserves  on either side thereof, located or lying within the
31    Northeast Quarter of Section 25, Township 37 North, Range  10
32    East  of  the  Third  Principal  Meridian,  in  Will  County,

14    any costs for the transfer:
15             PARCEL 1: All of a strip of land, 100 feet in width,
16        part of the former  Prairie  Trunk  Railway  corridor  of
17        land,  upon  and  through  the  southmost  700  feet,  at
18        centerline  of  said corridor in the Southeast Quarter of
19        the Southwest Quarter of Section 31, Township  13  North,
20        Range  1  West  of  the  Third  Principal  Meridian,  and
21        containing 1.61 acres, more or less, in Christian County,
22        Illinois.
23             PARCEL  2: All of a strip of land, 100 feet in width
24        being part of the former Prairie Trunk Railway  right  of

32    containing the title,  the  enacting  clause,  the  effective
33    date,   the   appropriate   Sections   containing   the  land

 1    descriptions of property to be transferred, and this  Section
 2    within  60  days  after  this  Act's effective date and, upon
 3    receipt of payment  required  by  the  appropriate  Sections,
 4    shall  record the certified document in the Recorder's office

 6                             Article 15.

 7        Section 15-5. (a) The Mt.  Vernon  Township  High  School
 8    District,  No. 201, Jefferson County , Illinois, (hereinafter
 9    "Mt. Vernon School District") owns  the  following  described
10    real estate:
11        The Northern 63.5 feet of Lot, 4, 5, 6, and 7 in Block 12
12        of  Green's  Addition of Storms'  Survey of the Town, now
13        City, of Mt. Vernon, situated in the County of  Jefferson
14        and  State of Illinois, and containing 0.46 acres more or
15        less.
16        (b) The State of Illinois owns  the  following  described
17    real  estate, which in under the control of the Department of
18    Military Affairs:
19        Lots 4, 5 and 6 in Block 6 of Storms' Survey of the Town,
20        now City, of Mt. Vernon; except the North 14 feet of  Lot
21        4;  and  also  except  that  part  of  Lots  4,  5, and 6
22        described as follows: Beginning at the  Southwest  corner
23        of Lot 6 and running thence East along the North boundary
24        line of Jordan Street 60 feet; thence North parallel with
25        Johnson  Alley 165 feet; thence West parallel with Jordan
26        Street 60 feet; thence South along the East  boundary  of
27        Johnson  Alley  165  feet  to  the  place  of  beginning;
28        situated   in  the  County  of  Jefferson  and  State  of
29        Illinois, and containing 0.55 acres more or less.
30        (c) The City of Mt. Vernon owns the  following  described
31    real estate, which is currently used as an alley:
32        Beginning at the Northeast corner of Lot 4 in Block 12 of

 2        of  Mt. Vernon; thence West along the North boundary line

 5        of Lot 1 a distance of 253 feet; thence South 16 feet  to
 6        the  place  of  beginning;  situated  in  the  County  of
 7        Jefferson  and  State  of  Illinois,  and containing 0.09
 8        acres more or less.
 9        (d) The Adjutant General,  on  behalf  of  the  State  of
10    Illinois   and   the   Department  of  Military  Affairs,  is
11    authorized to convey by quit claim deed all right, title, and
12    interest of the State  of  Illinois  and  the  Department  of
13    Military  Affairs  in  and  to  the  real estate described in
14    subsection (b) of this  Section  to  the  Mt.  Vernon  School
15    District  upon  the  Mt.  Vernon School District conveying by
16    warranty deed to the State of Illinois the fee  simple  title
17    in and to the real estate described in subsection (a) of this
18    Section.    The  authorization is contingent, however, on the
19    City of Mt. Vernon vacating  the  real  estate  described  in
20    subsection  (c) of this Section and that the fee simple title
21    in and to that entire parcel of real estate  vesting  in  the
22    State of Illinois when vacated or is conveyed to the State of
23    Illinois.  Furthermore, the Adjutant General is authorized to
24    accept  conveyance of the real estate described in subsection
25    (b) of this Section subject to the Right of First Purchase by
26    the Mt.  Vernon  School  District  upon  such  terms  as  the
27    Adjutant General finds acceptable.

28        Section  15-10.  The  Adjutant  General  shall  obtain  a
29    certified  copy  of  the  portions of this Act containing the
30    title,  the  enacting  clause,  the   effective   date,   the
31    appropriate  Section  containing the land descriptions of the
32    property to be transferred and this Section  within  60  days
33    after  its  effective  date,  and  upon  receipt  of  payment

 1    required  by  the  Section, if any payment is required, shall
 2    record the certified document in the Recorder's Office in the
 3    county in which the land is located.

 4                             Article 99.

 5        Section 99-5.  Effective date.  This Act takes  effective
 6    upon becoming law.
