This Section does not apply to a county with | 6 | | 3,000,000 or more inhabitants.

Funds transferred to or retained | 23 | | by a municipality before the effective date of this amendatory |

| 1 | | Act of the 100th General Assembly under this paragraph shall | 2 | | continue to be transferred to and be retained by that | 3 | | municipality. A dog found running at large contrary to the | 4 | | provisions of this Act a second or subsequent time must be | 5 | | sterilized spayed or neutered within 30 days after being | 6 | | reclaimed unless already sterilized spayed or neutered ; | 7 | | failure to comply shall result in impoundment.
| 8 | | A dog that is actively engaged in a legal hunting | 9 | | activity, including training, is not considered to be running | 10 | | at large if the dog is on land that is open to hunting or on | 11 | | land on which the person has obtained permission to hunt or to | 12 | | train a dog. A dog that is in a dog-friendly area or dog park | 13 | | is not considered to be running at large if the dog is | 14 | | monitored or supervised by a person.
