AMENDMENT TO HOUSE BILL 3438

2    AMENDMENT NO. ______. Amend House Bill 3438 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The University of Illinois Act is amended by
5adding Section 120 as follows:
 
6    (110 ILCS 305/120 new)
7    Sec. 120. Undocumented Student Liaison; Undocumented
8Student Resource Center.
9    (a) Beginning with the 2022-2023 academic year, the Board
10of Trustees shall designate an employee as an Undocumented
11Student Resource Liaison to be available on campus to provide
12assistance to undocumented students and mixed status students
13within the United States in streamlining access to financial
14aid and academic support to successfully matriculate to degree
15completion. The Undocumented Student Liaison shall provide
16assistance to vocational students, undergraduate students,

1postgraduate students, and professional-track students. An
2employee who is designated as an Undocumented Student Liaison
3must be knowledgeable about current legislation and policy
4changes through professional development with the Illinois
5Dream Fund Commission to provide the wrap-around services to
6such students.
7    The Board shall ensure that an Undocumented Student
8Liaison is available at each campus of the University. Each
9campus is encouraged to place the Undocumented Student Liaison
10in its educational opportunity programs' office or financial
11aid office.
12    An Undocumented Student Liaison may work on outreach
13efforts to provide access to resources and support within the
14grade P-20 education pipeline by supporting summer enrichment
15programs and pipeline options for students in any of grades 9
16through 12.
17    (b) The Board is encouraged to establish an Undocumented
18Student Resource Center on each of its campuses. A
19Undocumented Student Resource Center may offer support
20services, including, but not limited to, State and private
21financial assistance, academic and career counseling, and
22retention and matriculation support services, as well as
23mental health counseling options because the changing
24immigration climate impacts a student's overall well-being and
25success.

2and the new construction of an Undocumented Student Resource
3Center is not required under this Section.

9Act is amended by adding Section 100 as follows:

12shall designate an employee as an Undocumented Student
13Resource Liaison to be available on campus to provide
14assistance to undocumented students and mixed status students
15within the United States in streamlining access to financial
