    Amends various Acts relating to the governance of public universities and community colleges in Illinois. Beginning with the 2022-2023 academic year, requires the governing board of each public university and community college district to designate an employee as a Dream Resource Liaison to be available on campus to provide assistance to students who lack proper authorization to be in the United States in streamlining access to all available financial aid and academic opportunities. Sets forth other provisions concerning the liaison. Encourages each governing board to establish a Dream Resource Center on each of its campuses to offer support services, including, but not limited to, State, federal, and other financial aid assistance, academic counseling, peer support services, psychological counseling, referral services, and legal services. Sets forth other provisions concerning the center. Effective July 1, 2021.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5adding Section 120 as follows:
 
6    (110 ILCS 305/120 new)
7    Sec. 120. Dream Resource Liaison; Dream Resource Center.
8    (a) Beginning with the 2022-2023 academic year, the Board
9of Trustees shall designate an employee as a Dream Resource
10Liaison to be available on campus to provide assistance to
11students who lack proper authorization to be in the United
12States in streamlining access to all available financial aid
13and academic opportunities. An employee who is designated as a
14Dream Resource Liaison must be knowledgeable about available
15financial aid and academic services for such students.
16    The Board shall ensure that a Dream Resource Liaison is
17available at each campus of the University. Each campus is
18encouraged to place the Dream Resource Liaison in its
19educational opportunity programs' office or financial aid
20office.
21    A Dream Resource Liaison may work with school districts
22that maintain any of grades 9 through 12 to assist and provide
23information to high school employees and high school students

1and their families about accessing postsecondary educational
2resources and opportunities for students.
3    (b) The Board is encouraged to establish a Dream Resource
4Center on each of its campuses. A Dream Resource Center may
5offer support services, including, but not limited to, State,
6federal, and other financial aid assistance, academic
7counseling, peer support services, psychological counseling,
8referral services, and legal services.
9    A Dream Resource Center may be housed within an existing
10student service center or academic center, and the new
11construction of a Dream Resource Center is not required under
12this Section.
13    The Board may seek and accept any gift, bequest, or
14donation to aid in the creation and operation of and the
15services provided by a Dream Resource Center.
 
16    Section 10. The Southern Illinois University Management
17Act is amended by adding Section 100 as follows:
 
18    (110 ILCS 520/100 new)

11    (a) Beginning with the 2022-2023 academic year, each board
12shall designate an employee as a Dream Resource Liaison to be
13available on campus to provide assistance to students who lack
14proper authorization to be in the United States in
15streamlining access to all available financial aid and
16academic opportunities. An employee who is designated as a
17Dream Resource Liaison must be knowledgeable about available
18financial aid and academic services for such students.
19    The board shall ensure that a Dream Resource Liaison is
