1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5adding Section 120 as follows:
 
6    (110 ILCS 305/120 new)
7    Sec. 120. Undocumented Student Liaison; Undocumented
8Student Resource Center.
9    (a) Beginning with the 2022-2023 academic year, the Board
10of Trustees shall designate an employee as an Undocumented
11Student Resource Liaison to be available on campus to provide
12assistance to undocumented students and mixed status students
13within the United States in streamlining access to financial
14aid and academic support to successfully matriculate to degree
15completion. The Undocumented Student Liaison shall provide
16assistance to vocational students, undergraduate students,
17graduate students, and professional-track students. An
18employee who is designated as an Undocumented Student Liaison
19must be knowledgeable about current legislation and policy
20changes through professional development with the Illinois
21Dream Fund Commission to provide the wrap-around services to
22such students. The Illinois Dream Fund Commission shall
23conduct professional development under this Section. The

1Illinois Dream Fund Commission's task force on immigration
2issues and the Undocumented Student Liaison shall ensure that
3undocumented immigrants and students from mixed status
4households receive equitable and inclusive access to the
5University's retention and matriculation programs.
6    The Board shall ensure that an Undocumented Student
7Liaison is available at each campus of the University. The
8Undocumented Student Liaison must be placed in a location that
9provides direct access for students in collaboration with the
10retention and matriculation programs of the University. The
11Undocumented Student Liaison shall report directly to senior
12leadership and shall assist leadership with the review of
13policies and procedures that directly affect undocumented and
14mixed status students.
15    An Undocumented Student Liaison may work on outreach
16efforts to provide access to resources and support within the
17grade P-20 education pipeline by supporting summer enrichment
18programs and pipeline options for students in any of grades 9
19through 12.
20    (b) The Board is encouraged to establish an Undocumented
21Student Resource Center on each of its campuses. A
22Undocumented Student Resource Center may offer support
23services, including, but not limited to, State and private
24financial assistance, academic and career counseling, and
25retention and matriculation support services, as well as

1immigration climate impacts a student's overall well-being and
2success.
3    An Undocumented Student Resource Center may be housed
4within an existing student service center or academic center,
5and the new construction of an Undocumented Student Resource

7    The Board may seek and accept any financial support
8through institutional advancement, private gifts, or donations
9to aid in the creation and operation of and the services
10provided by an Undocumented Student Resource Center.
 
11    Section 10. The Southern Illinois University Management
12Act is amended by adding Section 100 as follows:
 
13    (110 ILCS 520/100 new)
14    Sec. 100. Undocumented Student Liaison; Undocumented
15Student Resource Center.
16    (a) Beginning with the 2022-2023 academic year, the Board
17shall designate an employee as an Undocumented Student
18Resource Liaison to be available on campus to provide
19assistance to undocumented students and mixed status students
20within the United States in streamlining access to financial
21aid and academic support to successfully matriculate to degree
22completion. The Undocumented Student Liaison shall provide
23assistance to vocational students, undergraduate students,

13shall designate an employee as an Undocumented Student
14Resource Liaison to be available on campus to provide
15assistance to undocumented students and mixed status students
16within the United States in streamlining access to financial
17aid and academic support to successfully matriculate to degree
18completion. The Undocumented Student Liaison shall provide

8    The board shall ensure that an Undocumented Student
9Liaison is available at each campus of the community college
10district. The Undocumented Student Liaison must be placed in a
11location that provides direct access for students in
12collaboration with the retention and matriculation programs of
13the community college district. The Undocumented Student
14Liaison shall report directly to senior leadership and shall
15assist leadership with the review of policies and procedures
16that directly affect undocumented and mixed status students.
17    An Undocumented Student Liaison may work on outreach
18efforts to provide access to resources and support within the
19grade P-20 education pipeline by supporting summer enrichment
20programs and pipeline options for students in any of grades 9
21through 12.
22    (b) A board is encouraged to establish an Undocumented
23Student Resource Center on each campus of the community
24college district. A Undocumented Student Resource Center may
25offer support services, including, but not limited to, State
26and private financial assistance, academic and career

1counseling, and retention and matriculation support services,
2as well as mental health counseling options because the
3changing immigration climate impacts a student's overall
4well-being and success.
5    An Undocumented Student Resource Center may be housed
6within an existing student service center or academic center,
7and the new construction of an Undocumented Student Resource
8Center is not required under this Section.
9    The board may seek and accept any financial support
10through institutional advancement, private gifts, or donations
11to aid in the creation and operation of and the services
12provided by an Undocumented Student Resource Center.
 
13    Section 99. Effective date. This Act takes effect July 1,
142021.
