    Amends the School Code. Makes a technical change in a Section concerning alternative teacher certification.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
521-5c as follows:
 
6    (105 ILCS 5/21-5c)
7    Sec. 21-5c. Alternative route to teacher certification.
8The The State Board of Education, in consultation with the
9State Teacher Certification Board, shall establish and
10implement one or more alternative route to teacher
11certification programs under which persons who meet the
12requirements of and successfully complete the programs
13established by this Section shall be issued an initial teaching
14certificate for teaching in schools in this State. The State
15Board of Education may approve a course of study that persons
16in such programs must successfully complete in order to satisfy
17one criterion for issuance of a certificate under this Section.
18The Alternative Route to Teacher Certification programs course
19of study must include content and skills which have been
20approved by the State Board of Education, in consultation with
21the State Teacher Certification Board, as meeting the
22requirement for State teacher certification.
23    Programs established under this Section shall be known as

1Alternative Route to Teacher Certification programs. The
2programs may be offered by a university that offers 4-year
3baccalaureate and masters degree programs and that is a
4recognized institution as defined in Section 21-21, by one or
5more not-for-profit organizations in the State, or a
6combination thereof. The programs shall be comprised of the
7following 3 phases: (a) a course of study offered on an
8intensive basis in education theory, instructional methods,
9and practice teaching; (b) the person's assignment to a
10full-time teaching position for one school year, including the
11designation of a mentor teacher to advise and assist the person
12with that teaching assignment; and (c) a comprehensive
13assessment of the person's teaching performance by school
14officials and program participants and a recommendation by the
15program sponsor to the State Board of Education that the person
16be issued an initial teaching certificate. Successful
17completion of Alternative Route to Teacher Certification
18programs shall be deemed to satisfy any other practice or
19student teaching and subject matter requirements established
20by law.
21    A provisional alternative teaching certificate, valid for
22one year of teaching in the common schools and not renewable,
23shall be issued under this Section 21-5c to persons who at the
24time of applying for the provisional alternative teaching
25certificate under this Section:
26        (1) have graduated from an accredited college or

1    university with a bachelor's degree;
2        (2) have been employed for a period of at least 5 years
3    in an area requiring application of the individual's
4    education;
5        (3) have successfully completed the first phase of the
6    Alternative Teacher Certification program as provided in
7    this Section; and
8        (4) have passed the tests of basic skills and subject
9    matter knowledge required by Section 21-1a.
10    An initial teaching certificate, valid for teaching in the
11common schools, shall be issued under Section 21-3 or 21-5 to
12persons who first complete the requirements for the provisional
13alternative teaching certificate and who at the time of
14applying for an initial teaching certificate have successfully
15completed the second and third phases of the Alternative Route
16to Teacher Certification program as provided in this Section.
17    A person possessing a provisional alternative certificate
18or an initial teaching certificate earned under this Section
19shall be treated as a regularly certified teacher for purposes
20of compensation, benefits, and other terms and conditions of
21employment afforded teachers in the school who are members of a
22bargaining unit represented by an exclusive bargaining
23representative, if any.
24    The State Board of Education may adopt rules and
25regulations that are consistent with this Section and that the
26State Board deems necessary to establish and implement the
