 6        To the President of the Senate and  the  Speaker  of  the
 7    House of Representatives:
 8        We,  the  conference  committee appointed to consider the
 9    differences  between  the  houses  in  relation   to   Senate
10    Amendments  Nos. 1, 2, and 3 to House Bill 452, recommend the
11    following:
12        (1)  that the House concur in Senate Amendments  Nos.  1,
13    2, and 3; and

14        (2)  that  House Bill 452, AS AMENDED, be further amended
15    by inserting after Section 35-10 of Article 35 the following:

16                            "Article 40.

17        Section 40-5.  Upon the payment of the sum of $1  to  the
18    State   of  Illinois,  the  Secretary  of  Transportation  is
19    authorized to convey by quitclaim deed to the City of Chicago
20    all access rights to and from existing  Stony  Island  Avenue
21    and  the real estate described below and all access rights to
22    and from existing 95th Street and the real  estate  described
23    below  having a distance of 300 feet measured east along 95th
24    Street from the West property line of the following described
25    real estate:
26        PARCEL 1.
27        THE WEST 425.00 FEET, AS MEASURED ON THE NORTH LINE OF AN
28        IRREGULAR PARCEL OF LAND IN THE NORTH WEST 1/4 OF SECTION
29        12, TOWNSHIP 37, NORTH,  RANGE  14,  EAST  OF  THE  THIRD
30        PRINCIPAL MERIDIAN, BOUNDED AND DESCRIBED AS FOLLOWS:
31        COMMENCING  AT THE POINT OF INTERSECTION OF THE EAST LINE

13        Section  40-10.  The  Secretary  of  Transportation shall
14    obtain  a  certified  copy  of  the  portions  of  this   Act
15    containing   the  title,  enacting  clause,  the  appropriate
16    Section containing the land descriptions of the  property  to
17    be transferred or otherwise affected, and this Section within
18    60 days after its effective date and, upon receipt of payment
19    required  by  the  Section  or  Sections,  if  any payment is
20    required,  shall  record  the  certified  document   in   the
21    Recorder's  Office in the county which the land is located.";
22    and

23    in Section 90-50, Sec. 7-103, paragraph  (48),  by  replacing
24    "36 months" with "48 36 months"; and

25    in  Section  90-50,  Sec. 7-103, paragraph (94), by replacing
26    the final period with the following:
27        ";
28        (95) for a period of 3 years after the effective date  of
29    this amendatory Act of the 91st General Assembly (in the case
30    of  the  permanent easements described in items (A) and (C)),
31    by the City of Crest Hill, for acquisition of  the  following
32    easements:
33             (A)   Permanent   easement   for   the  purposes  of

 1        installation, maintenance, and use of water or sewer,  or
 2        both water and sewer, lines in, along, through, and under
 3        the following legally described property:
 4             The East 70 feet of the North half of the North half

 6        North, and in Range  10,  East  of  the  Third  Principal
 7        Meridian  (Except therefrom the North 12 Rods of the East
 8        13 1/2 Rods thereof, and also except the South 99 feet of
 9        the East 440 feet thereof), in Will County, Illinois.
10             (B)  Temporary  easement  for  purposes  of  initial
11        construction of the water or sewer,  or  both  water  and
12        sewer,  lines in, along, through, and under the permanent
13        easement described in item (A).  The  temporary  easement
14        herein  shall  arise on September 1, 1999 and shall cease
15        on August 31, 2001 and is legally described as follows:
16             The East 100 feet of the North  half  of  the  North
17        half  of the Southeast Quarter of Section 30, Township 36
18        North, and in Range  10,  East  of  the  Third  Principal
19        Meridian  (Except therefrom the North 12 Rods of the East
20        13 1/2 Rods thereof, and also except the South 99 feet of
21        the East 440 feet thereof), in Will County, Illinois.
22             (C)  Permanent  easement   for   the   purposes   of
23        installation,  maintenance, and use of water or sewer, or
24        both water and sewer, lines in, along, through, and under
25        the following legally described property:
26             The East 70 feet of the West 120 feet of  the  South
27        half  of the Southeast Quarter of Section 30, in township
28        36 North, and in Range 10 East  of  the  Third  Principal
29        Meridian,  in  Will County, Illinois, excepting therefrom
30        the following described tracts:
31             Exception 1: That part  of  said  South  half  lying
32        Southwesterly  of  the Northeasterly right-of-way line of
33        the Elgin, Joliet and Eastern Railway  Company,  in  Will
34        County, Illinois.
35             Exception  2:  The West 200 feet of said South half,

22             Exception 4: Beginning at the Southeast comer of the

25        Northerly along the East  line  of  said  Section  for  a
26        distance  of  346.5  feet;  thence  Westerly along a line
27        346.5 feet distant from and parallel with the South  line
28        of  said  Section  for  a  distance  of  297 feet; thence
29        Southerly along a line 297 feet distant from and parallel
30        with the East line of said  Section  for  a  distance  of
31        346.5 feet to a point, said point being on the South line
32        of said Section; thence Easterly along said South line of

 7        Northeasterly right-of-way line of the Elgin, Joliet  and

 9        Southeast Quarter, thence on an assumed bearing of  North
10        90.00 degrees 00 minutes 00 seconds East along said South
11        line  a  distance of 288.02 feet; thence North 00 degrees
