AMENDMENT TO HOUSE BILL 1656

AMENDMENT NO. ______. Amend House Bill 1656 by replacing everything after the enacting clause with the following:

"Section 5. The Illinois Public Aid Code is amended by adding Section 12-4.44 as follows:

(305 ILCS 5/12-4.44 new)

Sec. 12-4.44. Third-party contracts. The Department of Human Services shall provide a report to the General Assembly by January 1, 2012 regarding the feasibility and implications of contracting with third-party, nongovernmental entities to perform administrative functions related to the application process for applicants applying for only medical assistance. The report required by this Section shall include, but not be limited to, an analysis of the impact of removing medical assistance only cases from the caseload assigned to employees in local Department of Human Services field offices that accept and process applications for benefits.

Section 99. Effective date. This Act takes effect July 1, 2011.".
