AMENDMENT TO HOUSE BILL 1656

2    AMENDMENT NO. ______. Amend House Bill 1656 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Public Aid Code is amended by
5adding Section 12-4.44 as follows:
 
6    (305 ILCS 5/12-4.44 new)
7    Sec. 12-4.44. Pilot program and report on centralizing
8administrative functions. Subject to appropriation, the
9Department of Healthcare and Family Services, with the
10cooperation of the Department of Human Services, shall
11implement a pilot program to provide community access and
12enrollment to Medicaid services in 8 counties. Two sites shall
13be administered in Cook County, one in DuPage County, one in
14Kane County, one in Kankakee County, one in Macon County, one
15in Champaign County, and one in St. Clair County. The pilot
16program shall be implemented by nongovernmental,

1community-based organizations that are members of a statewide
2network, serving urban communities, and located in urban areas.
3The Department of Healthcare and Family Services, with the
4cooperation of the Department of Human Services, shall submit a
5report based upon the pilot program to the General Assembly by
6July 1, 2012, regarding the feasibility and potential benefits
7and consequences of centralizing administrative functions, to
8the extent allowable under federal law, for applicants applying
9only for medical assistance. The report shall include, but need
10not be limited to, an analysis of centralizing administrative
11functions in a community or nongovernmental setting
12administered by nongovernmental, community-based entities and
13an analysis of the impact of removing medical assistance only
14cases from the caseload assigned to employees in local
15Department of Human Services field offices that accept and
16process applications for benefits.".
 
17    Section 99. Effective date. This Act takes effect July 1,
182011.".
