AMENDMENT TO HOUSE JOINT RESOLUTION 1

AMENDMENT NO. ___. Amend House Joint Resolution 1 by replacing everything after the heading with the following:

"WHEREAS, During the 100th General Assembly, House Joint Resolution 59 created the Cybersecurity Task Force within the Illinois Commerce Commission to review the Joint Analysis Report from the U.S. Department of Homeland Security and the Federal Bureau of Investigation dated December 29, 2016 and entitled "Grizzly Steppe - Russian Malicious Cyber Activity" and develop strategies to either implement or reject the report recommendations; and

WHEREAS, The Cybersecurity Task Force was to report its findings and recommendations to the General Assembly by December 31, 2018 but needs additional time to complete its work; and

WHEREAS, Since the creation of the Cybersecurity Task Force, it has become evident that nation-state actors in addition to Russia, such as China, Iran, and North Korea, continue to develop and refine their capabilities to launch cyber-attacks that could compromise integrity of electrical distribution networks, natural gas pipelines, and telecommunication systems, among others; and

WHEREAS, The offensive cyber capabilities of these threat actors are an increasing concern for the critical infrastructure of Illinois as a cyber-attack could cause catastrophic damage to Illinois; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that the Cybersecurity Task Force shall be given additional time to complete its objective, and its focus and membership shall be reconstituted; and be it further

RESOLVED, That the Task Force shall determine the best path forward to review ongoing threats and recommend any appropriate actions in support of increasing the protection of the critical infrastructure of Illinois from cyber-attacks; and be it further

RESOLVED, That the Task Force shall submit a report containing recommendations that support improving the overall cybersecurity posture of critical infrastructure while balancing the interest of all stakeholders to ensure adequate, efficient, reliable, safe, and least-cost operations of critical infrastructure; and be it further

RESOLVED, That the Task Force shall consist of the following members who shall serve without compensation:

(1) Two members from businesses that supply electricity that serve 20,000 or more customers, appointed by the Minority Leader of the House of Representatives;

(2) Two members from businesses that supply natural gas that serve 20,000 or more customers, appointed by the Minority Leader of the Senate;

(3) Two members from water suppliers that serve 20,000 or more customers, appointed by the Speaker of the House of Representatives;

(4) One member from a telecommunication business that serves 20,000 or more customers, appointed by the Governor;

(5) One member from an Illinois-based organization that represents renewable energy resources, appointed by the Speaker of the House;

(6) One member from an Illinois-based organization that represents businesses, appointed by the President of the Senate;

(7) One member from an Illinois-based organization that represents hospitals, appointed by the Minority Leader of the Senate;

(8) One member from an organization that represents residential utility customers, appointed by the Minority Leader of the House;

(9) The Secretary of the Department of Innovation and Technology or his or her designee;

(10) The Chairman of the Illinois Terrorism Task Force or his or her designee;

(11) One member of the staff of the Illinois Commerce Commission, appointed by the Governor;

(12) The Mayor of Chicago or his or her designee;

(13) The Mayor of Aurora or his or her designee;

(14) The Mayor of Springfield or his or her designee;

(15) A mayor from the Quad Cities area or his or her designee, appointed by the President of the Senate;

(16) A mayor from the Metropolitan East St. Louis area or his or her designee, appointed by the Minority Leader of the Senate;

(17) One member of the majority party of the House of Representatives appointed by the Speaker, who shall serve as Co-chair;

(18) One member of the minority party of the House of Representatives appointed by the Minority Leader, who shall serve as Co-chair;

(19) One member of the majority party of the Senate appointed by the President; and

(20) One member of the minority party of the Senate appointed by the Minority Leader; and be it further

RESOLVED, That the Task Force shall submit its final report to the General Assembly within 18 months of its formation, but no later than December 31, 2020, and, upon the filing of its report, is dissolved."
