HOUSE JOINT RESOLUTION 1

 
2    WHEREAS, During the 100th General Assembly, House Joint
3Resolution 59 created the Cybersecurity Task Force within the
4Illinois Commerce Commission to review the Joint Analysis
5Report from the U.S. Department of Homeland Security and the
6Federal Bureau of Investigation dated December 29, 2016 and
7entitled "Grizzly Steppe - Russian Malicious Cyber Activity"
8and develop strategies to either implement or reject the report
9recommendations; and
 
10    WHEREAS, The Cybersecurity Task Force was to report its
11findings and recommendations to the General Assembly by
12December 31, 2018 but needs additional time to complete its
13work; and
 
14    WHEREAS, Since the creation of the Cybersecurity Task
15Force, it has become evident that nation-state actors in
16addition to Russia, such as China, Iran, and North Korea,
17continue to develop and refine their capabilities to launch
18cyber-attacks that could compromise integrity of electrical
19distribution networks, natural gas pipelines, and
20telecommunication systems, among others; and
 
21    WHEREAS, The offensive cyber capabilities of these threat
22actors are an increasing concern for the critical

1infrastructure of Illinois as a cyber-attack could cause
2catastrophic damage to Illinois; therefore, be it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that the Cybersecurity Task Force
6shall be given additional time to complete its objective, and
7its focus and membership shall be reconstituted; and be it
8further
 
9    RESOLVED, That the Task Force shall determine the best path
10forward to review ongoing threats and recommend any appropriate
11actions in support of increasing the protection of the critical
12infrastructure of Illinois from cyber-attacks; and be it
13further
 
14    RESOLVED, That the Task Force shall submit a report
15containing recommendations that support improving the overall
16cybersecurity posture of critical infrastructure while
17balancing the interest of all stakeholders to ensure adequate,
18efficient, reliable, safe, and least-cost operations of
19critical infrastructure; and be it further
 
20    RESOLVED, That the Task Force shall consist of the
21following members who shall serve without compensation:
22        (1) Two members from businesses that supply

1    electricity that serve 20,000 or more customers, appointed
2    by the Minority Leader of the House of Representatives;
3        (2) Two members from businesses that supply natural gas
4    that serve 20,000 or more customers, appointed by the
5    Minority Leader of the Senate;
6        (3) Two members from water suppliers that serve 20,000
7    or more customers, appointed by the Speaker of the House of
8    Representatives;
9        (4) One member from a telecommunication business that
10    serves 20,000 or more customers, appointed by the Governor;
11        (5) One member from an Illinois-based organization
12    that represents renewable energy resources, appointed by
13    the Speaker of the House;
14        (6) One member from an Illinois-based organization
15    that represents businesses, appointed by the President of
16    the Senate;
17        (7) One member from an Illinois-based organization
18    that represents hospitals, appointed by the Minority
19    Leader of the Senate;
20        (8) One member from an organization that represents
21    residential utility customers, appointed by the Minority
22    Leader of the House;
23        (9) The Secretary of the Department of Innovation and
24    Technology or his or her designee;
25        (10) The Chairman of the Illinois Terrorism Task Force
26    or his or her designee;

1        (11) One member of the staff of the Illinois Commerce
2    Commission, appointed by the Governor;
3        (12) The Mayor of Chicago or his or her designee;
4        (13) The Mayor of Aurora or his or her designee;
5        (14) The Mayor of Springfield or his or her designee;
6        (15) A mayor from the Quad Cities area or his or her
7    designee, appointed by the President of the Senate;
8        (16) A mayor from the Metropolitan East St. Louis area
9    or his or her designee, appointed by the Minority Leader of
10    the Senate;
11        (17) One member of the majority party of the House of
12    Representatives appointed by the Speaker, who shall serve
13    as Co-chair;
14        (18) One member of the minority party of the House of
15    Representatives appointed by the Minority Leader, who
16    shall serve as Co-chair;
17        (19) One member of the majority party of the Senate
18    appointed by the President; and
19        (20) One member of the minority party of the Senate
20    appointed by the Minority Leader; and be it further
 
21    RESOLVED, That the Task Force shall submit its final report
22to the General Assembly within 18 months of its formation, but
23no later than December 31, 2020, and, upon the filing of its
24report, is dissolved.
