| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Philip Carrigan of Waukegan, who passed | 4 | | away on January 28, 2018; and
| 5 | | WHEREAS, Philip Carrigan was born near Boston, where he | 6 | | began his career as a pharmacist; he moved to Illinois to work | 7 | | for Abbott Laboratories as a research scientist; he was | 8 | | inducted into its prestigious Volwiler Society; he retired in | 9 | | 2004 after 30 years with the company; and | 10 | | WHEREAS, Philip Carrigan developed an interest in prison | 11 | | reform, volunteering for the prison-reform groups, John Howard | 12 | | Society, and Prisoner Visitation and Support; he was a | 13 | | dedicated member of the Coalition to Reduce Recidivism's | 14 | | executive board as well as the Eddie Washington Center and | 15 | | Staben House advisory councils; and
| 16 | | WHEREAS, Philip Carrigan joined the College of Lake County | 17 | | Board in 2005, serving a six-year term and winning a second | 18 | | term in 2013; he served on advisory boards for organizations | 19 | | that provide Head Start programs, transitional housing, and | 20 | | food pantries; he also served on the Lake County NAACP board; | 21 | | and

| 1 | | WHEREAS, Philip Carrigan volunteered with PADS Lake | 2 | | County, going every Friday to the homeless shelter in Waukegan; | 3 | | and
| 4 | | WHEREAS, Philip Carrigan and his wife, Mary Clare Jakes, | 5 | | have one daughter, Erin; therefore, be it
| 6 | | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | 7 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 8 | | Philip Carrigan, and extend our sincere condolences to his | 9 | | family, friends, and all who knew and loved him; and be it | 10 | | further
| 11 | | RESOLVED, That a suitable copy of this resolution be | 12 | | presented to the family of Philip Carrigan as an expression of | 13 | | our deepest sympathy.
