SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Philip Carrigan of Waukegan, who passed
4away on January 28, 2018; and
 
5    WHEREAS, Philip Carrigan was born near Boston, where he
6began his career as a pharmacist; he moved to Illinois to work
7for Abbott Laboratories as a research scientist; he was
8inducted into its prestigious Volwiler Society; he retired in
92004 after 30 years with the company; and
 
10    WHEREAS, Philip Carrigan developed an interest in prison
11reform, volunteering for the prison-reform groups, John Howard
12Society, and Prisoner Visitation and Support; he was a
13dedicated member of the Coalition to Reduce Recidivism's
14executive board as well as the Eddie Washington Center and
15Staben House advisory councils; and
 
16    WHEREAS, Philip Carrigan joined the College of Lake County
17Board in 2005, serving a six-year term and winning a second
18term in 2013; he served on advisory boards for organizations
19that provide Head Start programs, transitional housing, and
20food pantries; he also served on the Lake County NAACP board;

1    WHEREAS, Philip Carrigan volunteered with PADS Lake
2County, going every Friday to the homeless shelter in Waukegan;
3and
 
4    WHEREAS, Philip Carrigan and his wife, Mary Clare Jakes,
5have one daughter, Erin; therefore, be it
 
6    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
7ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
8Philip Carrigan, and extend our sincere condolences to his
9family, friends, and all who knew and loved him; and be it
10further
 
11    RESOLVED, That a suitable copy of this resolution be
12presented to the family of Philip Carrigan as an expression of
13our deepest sympathy.
