| 2 | | AMENDMENT NO. ______. Amend Senate Bill 100 by replacing | 3 | | everything after the enacting clause with the following:
| 4 | | "Section 1. Short title. This Act may be cited as the | 5 | | Illinois Complete Count Commission Act . | 6 | | Section 5. Commission; members; meetings. | 7 | | (a) The Illinois Complete Count Commission is created, | 8 | | which shall consist of the following members: | 9 | | (1) the President of the Senate or his or her designee; | 10 | | (2) the Speaker of the House of Representatives or his | 11 | | or her designee; | 12 | | (3) the Minority Leader of the Senate or his or her | 13 | | designee; | 14 | | (4) the Minority Leader of the House of Representatives | 15 | | or his or her designee; | 16 | | (5) the Mayor of Chicago or his or her designee; |

| 1 | | (6) the Governor or his or her designee; | 2 | | (7) the Secretary of State or his or her designee; | 3 | | (8) the President of the Cook County Board or his or | 4 | | her designee; | 5 | | (9) three individuals representing units of local | 6 | | government outside of the City of Chicago, reflecting the | 7 | | geographic diversity of the State, appointed by the | 8 | | Secretary of State; | 9 | | (10) four individuals representing units of local | 10 | | government outside of the City of Chicago, reflecting the | 11 | | geographic diversity of the State, appointed by the | 12 | | Governor; | 13 | | (11) one representative each from four different | 14 | | organizations representing the interests of minorities in | 15 | | the State appointed by the Secretary of State; and | 16 | | (12) one representative each from three different | 17 | | organizations representing the interests of business in | 18 | | the State, including one organization representing | 19 | | minority business interests appointed by the Governor.
| 20 | | (b) Members shall serve at the pleasure of their respective | 21 | | appointing official and vacancies shall be filled in the same | 22 | | manner as the initial appointment. | 23 | | (c) The Secretary of State shall serve as chairperson of | 24 | | the Commission. The Commission shall meet at the call of the | 25 | | chair or upon request of any 10 members of the Commission. |

| 1 | | Section 10. Expenses; Director; Assistant Director. | 2 | | (a) Members of the Commission shall receive no | 3 | | compensation, but may be reimbursed for expenses incurred in | 4 | | the course of their service to the Commission out of any moneys | 5 | | available for that purpose. | 6 | | (b) The Commission may employ a Director and Assistant | 7 | | Director upon a two-thirds vote of the full membership of the | 8 | | Commission. The Director and Assistant Director may be | 9 | | compensated from moneys appropriated or available for that | 10 | | purpose. | 11 | | Section 15. Duties. | 12 | | (a) The Commission shall develop, recommend, and assist in | 13 | | the administration of a census outreach strategy to encourage | 14 | | full participation in the 2020 federal decennial census of | 15 | | population required by Section 141 of Title 13 of the United | 16 | | States Code. | 17 | | (b) The census outreach strategy shall include, but not be | 18 | | limited to, State agency initiatives to encourage | 19 | | participation in the 2020 Census, the establishment and support | 20 | | of school-based outreach programs, partnerships with | 21 | | non-profit community-based organizations, and a multi-lingual, | 22 | | multi-media campaign designed to ensure an accurate and | 23 | | complete count of Illinois' population. | 24 | | (c) To assist in carrying out its duties, the Commission | 25 | | may create and appoint subcommittees as it deems appropriate |

| 1 | | and shall solicit participation from relevant experts and | 2 | | practitioners involved in census issues. | 3 | | Section 20. Coordination; support. | 4 | | (a) The Illinois Complete Count Commission outreach | 5 | | strategy shall be coordinated through the Office of the | 6 | | Secretary of State which shall provide administrative support | 7 | | to the Commission and coordinate with all State agencies and | 8 | | constitutional officers, as well as units of local government, | 9 | | to identify effective methods of outreach to Illinoisans and to | 10 | | provide resources to ensure the outreach program is successful | 11 | | and that all Illinoisans are counted. | 12 | | (b) All State agencies shall inform the Office of the | 13 | | Secretary of State of their designated census coordinator and | 14 | | cooperate with the Commission and provide support to the | 15 | | Commission. For the purposes of this Section, "State agencies" | 16 | | means any executive agency or department directly responsible | 17 | | to the Governor. Other entities of State government, including | 18 | | other constitutional officers, the offices of the legislative | 19 | | and judicial branches, and units of local government shall | 20 | | cooperate and provide all reasonable assistance to the | 21 | | Commission. | 22 | | Section 25. Reports. | 23 | | The Commission shall submit an interim report to the | 24 | | General Assembly by November 30, 2018, containing its |

| 1 | | recommended outreach strategy to encourage full participation | 2 | | and to avoid an undercount in the 2020 Census; thereafter, the | 3 | | Commission shall submit its final report to the General | 4 | | Assembly no later than June 30, 2019, specifying its | 5 | | recommended outreach strategy for implementation for the 2020 | 6 | | Census. | 7 | | Section 30. Repeal. This Act is repealed on June 30, 2021.
| 8 | | Section 99. Effective date. This Act takes effect upon | 9 | | becoming law.".
