AMENDMENT TO SENATE BILL 100

2    AMENDMENT NO. ______. Amend Senate Bill 100 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Illinois Complete Count Commission Act.
 
6    Section 5. Commission; members; meetings.
7    (a) The Illinois Complete Count Commission is created,
8which shall consist of the following members:
9        (1) the President of the Senate or his or her designee;
10        (2) the Speaker of the House of Representatives or his
11    or her designee;
12        (3) the Minority Leader of the Senate or his or her
13    designee;
14        (4) the Minority Leader of the House of Representatives
15    or his or her designee;
16        (5) the Mayor of Chicago or his or her designee;

1        (6) the Governor or his or her designee;
2        (7) the Secretary of State or his or her designee;
3        (8) the President of the Cook County Board or his or
4    her designee;
5        (9) seven individuals residing outside of the City of
6    Chicago, reflecting the geographic diversity of the State,
7    appointed by the Governor;
8        (10) a representative of the Chicago Urban League
9    jointly appointed by the Senate President and the Speaker
10    of the House of Representatives;
11        (11) a representative of the Mexican American Legal
12    Defense and Education Fund jointly appointed by the Senate
13    President and the Speaker of the House of Representatives;
14        (12) a representative of the Hispanic Chamber of
15    Commerce jointly appointed by the Senate President and the
16    Speaker of the House of Representatives;
17        (13) a representative of the Illinois Chamber of
18    Commerce appointed by the Governor;
19        (14) a representative of the Chicagoland Chamber of
20    Commerce jointly appointed by the Senate President and the
21    Speaker of the House of Representatives;
22        (15) a representative of the Black Chamber of Commerce
23    jointly appointed by the Senate President and the Speaker
24    of the House of Representatives;
25        (16) a representative of Asian Americans Advancing
26    Justice jointly appointed by the Senate President and the

1    Speaker of the House of Representatives; and
2        (17) one representative each appointed by the
3    President of the Senate or his or her designee, the Speaker
4    of the House of Representatives or his or her designee, the
5    Minority Leader of the Senate or his or her designee, and
6    the Minority Leader of the House of Representatives or his
7    or her designee.
8    (b) Members shall serve at the pleasure of their respective
9appointing official and vacancies shall be filled in the same
10manner as the initial appointment.
11    (c) The Governor and Mayor of Chicago shall serve as
12co-chairpersons of the Commission. The Commission shall meet at
13the call of the co-chairs or upon request of any 10 members of
14the Commission.
 
15    Section 10. Expenses; Director; Assistant Director.
16    (a) Members of the Commission shall receive no
17compensation, but may be reimbursed for expenses incurred in
18the course of their service to the Commission out of any moneys
19available for that purpose.
20    (b) The Commission may employ a Director and Assistant
21Director upon a two-thirds vote of the full membership of the
22Commission. The Director and Assistant Director may be
23compensated from moneys appropriated or available for that
24purpose.

1    Section 15. Duties.
2    (a) The Commission shall develop, recommend, and assist in
3the administration of a census outreach strategy to encourage
4full participation in the 2020 federal decennial census of
5population required by Section 141 of Title 13 of the United
6States Code.
7    (b) The census outreach strategy shall include, but not be
8limited to, State agency initiatives to encourage
9participation in the 2020 Census, the establishment and support
10of school-based outreach programs, partnerships with
11non-profit community-based organizations, and a multi-lingual,
12multi-media campaign designed to ensure an accurate and
13complete count of Illinois' population.
14    (c) To assist in carrying out its duties, the Commission
15may create and appoint subcommittees as it deems appropriate
16and shall solicit participation from relevant experts and
17practitioners involved in census issues.
 
18    Section 20. Coordination; support.
19    (a) The Illinois Complete Count Commission outreach
20strategy shall be coordinated from the Office of the Governor
21and the Office of the Mayor of Chicago, which shall enlist all
22State and City of Chicago agencies and departments directly
23responsible to the Governor or the Mayor of Chicago, as the
24case may be, to identify effective methods of outreach to
25Illinoisans and to provide resources to ensure the outreach

1program is successful and that all Illinoisans are counted.
2Each agency and department shall inform the Office of the
3Governor or Office of the Mayor of Chicago, as the case may be,
4of their designated census coordinator for purposes of this
5effort.
6    (b) All State agencies and departments shall cooperate with
7the Commission and provide support to the Commission. Other
8entities of State government not directly responsible to the
9Governor, including other constitutional officers, the offices
10of the legislative and judicial branches, and units of local
11government shall cooperate and provide all reasonable
12assistance to the Commission.
 
13    Section 25. Reports.
14    The Commission shall submit an interim report to the
15General Assembly by November 30, 2018, containing its
16recommended outreach strategy to encourage full participation
17and to avoid an undercount in the 2020 Census; thereafter, the
18Commission shall submit its final report to the General
19Assembly no later than June 30, 2019, specifying its
20recommended outreach strategy for implementation for the 2020
21Census.
 
22    Section 30. Repeal. This Act is repealed on June 30, 2021.
 
23    Section 99. Effective date. This Act takes effect upon
