1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Youth
5Unemployment Task Force Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Department" means the Department of Human Services.
8    "Secretary" means the Secretary of Human Services.
9    "Task Force" means the Youth Unemployment Task Force.
 
10    Section 10. The Youth Unemployment Task Force.
11    (a) There is hereby created the Youth Unemployment Task
12Force.
13    (b) The Task Force shall include the following members:
14        (1) the Secretary of Human Services, or his or her
15    designee;
16        (2) the Director of Commerce and Economic
17    Opportunities, or his or designee;
18        (3) a representative of a Chicago-based organization
19    focused on economic, educational, and social programs for
20    African Americans, appointed by the Secretary;
21        (4) a representative of a Chicago-based organization
22    that connects partner communities and member schools to

1    resources to improve outcomes of target populations,
2    appointed by the Secretary; and
3        (5) representatives of other community-based
4    organizations that focus on youth employment initiatives,
5    appointed by the Secretary.
6    (c) The Secretary, or his or her designee, shall serve as
7chairperson of the Task Force, and the Department shall provide
8technical support and assistance to the Task Force and shall be
9responsible for administering its operations and ensuring that
10the requirements of this Act are met.
11    (d) The Task Force may consult with any persons or entities
12it deems necessary to carry out its purposes.
13    (e) The members of the Task Force shall receive no
14compensation for serving as members of the Task Force.
15    (f) The Task Force shall examine the State-wide youth
16unemployment crisis, and its particular effect on young people
17of color, including recommendations on how to improve
18employment among young people of color in this State.
19    (g) The Task Force shall submit its findings and
20recommendations to the General Assembly and the Governor on or
21before January 1, 2017.
 
22    Section 15. Repeal. This Act is repealed on January 1,
232018.
 
24    Section 99. Effective date. This Act takes effect upon
25becoming law.
