SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Youth Unemployment Task Force Act. Creates the Youth Unemployment Task Force, who shall serve without compensation. Provides for the membership of the Task Force. Provides that the Secretary of Human Services, or his or her designee, shall serve as chairperson of the Task Force, and that the Department of Human Services shall provide technical support and assistance to the Task Force. Provides that the Task Force may consult with any persons or entities it deems necessary to carry out its purposes. Provides that the Task Force shall examine the State-wide youth unemployment crisis, and its particular effect on young people of color, including recommendations on how to improve employment among young people of color. Requires the Task Force to submit its findings and recommendations to the General Assembly and the Governor on or before January 1, 2017. Repeals the Act on January 1, 2018. Defines terms. Effective immediately.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Youth
5Unemployment Task Force Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Department" means the Department of Human Services.
8    "Secretary" means the Secretary of Human Services.
9    "Task Force" means the Youth Unemployment Task Force.
 
10    Section 10. The Youth Unemployment Task Force.
11    (a) There is hereby created the Youth Unemployment Task
12Force.
13    (b) The Task Force shall include the following members:
14        (1) the Secretary of Human Services, or his or her
15    designee;
16        (2) the Director of Commerce and Economic
17    Opportunities, or his or designee;
18        (3) a representative of the Chicago Urban League,
19    appointed by the Secretary;
20        (4) a representative of the Alternative Schools
21    Network, appointed by the Secretary; and
22        (5) representatives of other community based

1    organizations that focus on youth employment initiatives,
2    appointed by the Secretary.
3    (c) The Secretary, or his or her designee, shall serve as
4chairperson of the Task Force, and the Department shall provide
5technical support and assistance to the Task Force and shall be
6responsible for administering its operations and ensuring that
7the requirements of this Act are met.
8    (d) The Task Force may consult with any persons or entities
9it deems necessary to carry out its purposes.
10    (e) The members of the Task Force shall receive no
11compensation for serving as members of the Task Force.
12    (f) The Task Force shall examine the State-wide youth
13unemployment crisis, and its particular effect on young people
14of color, including recommendations on how to improve
15employment among young people of color in this State.
16    (g) The Task Force shall submit its findings and
17recommendations to the General Assembly and the Governor on or
18before January 1, 2017.
 
19    Section 15. Repeal. This Act is repealed on January 1,
202018.
 
21    Section 99. Effective date. This Act takes effect upon
22becoming law.
