AMENDMENT TO HOUSE BILL 150

2    AMENDMENT NO. ______. Amend House Bill 150, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
 
5    "Section 10. The University of Illinois Act is amended by
6adding Section 90 as follows:
 
7    (110 ILCS 305/90 new)
8    Sec. 90. Employment prohibition for terrorism conviction.
9The University may not knowingly employ a person as a professor
10or instructor who has been convicted, after September 11, 2001,
11of attempting to commit, conspiring to commit, soliciting, or
12committing the offense of terrorism or any offense committed or
13attempted in any other state or against the laws of the United
14States that, if committed or attempted in this State, would
15have been punishable as terrorism.

1    Section 15. The Southern Illinois University Management
2Act is amended by adding Section 75 as follows:
 
3    (110 ILCS 520/75 new)
4    Sec. 75. Employment prohibition for terrorism conviction.
5The University may not knowingly employ a person as a professor
6or instructor who has been convicted, after September 11, 2001,
7of attempting to commit, conspiring to commit, soliciting, or
8committing the offense of terrorism or any offense committed or
9attempted in any other state or against the laws of the United
10States that, if committed or attempted in this State, would
11have been punishable as terrorism.
 
12    Section 20. The Chicago State University Law is amended by
13adding Section 5-185 as follows:
 
14    (110 ILCS 660/5-185 new)
15    Sec. 5-185. Employment prohibition for terrorism
16conviction. The University may not knowingly employ a person as
17a professor or instructor who has been convicted, after
18September 11, 2001, of attempting to commit, conspiring to
19commit, soliciting, or committing the offense of terrorism or
20any offense committed or attempted in any other state or
21against the laws of the United States that, if committed or
22attempted in this State, would have been punishable as
23terrorism.

1    Section 25. The Eastern Illinois University Law is amended
2by adding Section 10-185 as follows:
 
3    (110 ILCS 665/10-185 new)
4    Sec. 10-185. Employment prohibition for terrorism
5conviction. The University may not knowingly employ a person as
6a professor or instructor who has been convicted, after
7September 11, 2001, of attempting to commit, conspiring to
8commit, soliciting, or committing the offense of terrorism or
9any offense committed or attempted in any other state or
10against the laws of the United States that, if committed or
11attempted in this State, would have been punishable as
12terrorism.
 
13    Section 30. The Governors State University Law is amended
14by adding Section 15-185 as follows:
 
15    (110 ILCS 670/15-185 new)
16    Sec. 15-185. Employment prohibition for terrorism
17conviction. The University may not knowingly employ a person as
18a professor or instructor who has been convicted, after
19September 11, 2001, of attempting to commit, conspiring to
20commit, soliciting, or committing the offense of terrorism or
21any offense committed or attempted in any other state or

2terrorism.
 
3    Section 35. The Illinois State University Law is amended by
4adding Section 20-190 as follows:
 
5    (110 ILCS 675/20-190 new)
6    Sec. 20-190. Employment prohibition for terrorism
7conviction. The University may not knowingly employ a person as
8a professor or instructor who has been convicted, after
9September 11, 2001, of attempting to commit, conspiring to
10commit, soliciting, or committing the offense of terrorism or
11any offense committed or attempted in any other state or
12against the laws of the United States that, if committed or
13attempted in this State, would have been punishable as
14terrorism.
 
15    Section 40. The Northeastern Illinois University Law is
16amended by adding Section 25-185 as follows:
 
17    (110 ILCS 680/25-185 new)
18    Sec. 25-185. Employment prohibition for terrorism
19conviction. The University may not knowingly employ a person as
20a professor or instructor who has been convicted, after
21September 11, 2001, of attempting to commit, conspiring to
22commit, soliciting, or committing the offense of terrorism or

2against the laws of the United States that, if committed or
3attempted in this State, would have been punishable as
4terrorism.
 
5    Section 45. The Northern Illinois University Law is amended
6by adding Section 30-195 as follows:
 
7    (110 ILCS 685/30-195 new)
8    Sec. 30-195. Employment prohibition for terrorism
9conviction. The University may not knowingly employ a person as
10a professor or instructor who has been convicted, after
11September 11, 2001, of attempting to commit, conspiring to
12commit, soliciting, or committing the offense of terrorism or
13any offense committed or attempted in any other state or
14against the laws of the United States that, if committed or
15attempted in this State, would have been punishable as
16terrorism.
 
17    Section 50. The Western Illinois University Law is amended
18by adding Section 35-190 as follows:
 
19    (110 ILCS 690/35-190 new)
20    Sec. 35-190. Employment prohibition for terrorism
21conviction. The University may not knowingly employ a person as

7    Section 55. The Public Community College Act is amended by
8adding Section 3-29.11 as follows:
 
9    (110 ILCS 805/3-29.11 new)
10    Sec. 3-29.11. Employment prohibition for terrorism
11conviction. A community college may not knowingly employ a
12person as a professor or instructor who has been convicted,
13after September 11, 2001, of attempting to commit, conspiring
14to commit, soliciting, or committing the offense of terrorism
15or any offense committed or attempted in any other state or
16against the laws of the United States that, if committed or
17attempted in this State, would have been punishable as
18terrorism.
 
19    Section 99. Effective date. This Act takes effect upon
20becoming law.".
