1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Public Accounting Act is amended by
5adding Section 30.9 as follows:
 
6    (225 ILCS 450/30.9 new)
7    Sec. 30.9. Tax return preparation task force. The
8Department shall convene a task force consisting of 7 members,
9one of whom shall be appointed by the Secretary and be a
10representative of the Department; one of whom shall be
11appointed by the Secretary and be a representative of a
12statewide association representing CPAs; one of whom shall be
13appointed by the Secretary and be an enrolled agent or
14representative of the tax return preparation industry; one of
15whom shall be appointed by the Speaker of the House of
16Representatives; one of whom shall be appointed by the
17President of the Senate; one of whom shall be appointed by the
18Minority Leader of the House of Representatives; and one of
19whom shall be appointed by the Minority Leader of the Senate.
20The task force shall prepare a report that does the following:
21determines the appropriate scope of a program for regulating
22commercial tax return preparers; addresses the appropriate
23qualifications, including, but not limited to, minimum

1educational qualifications and continuing educational
2requirements for commercial tax return preparers; and
3considers any other matters the task force determines to be
4necessary or appropriate. The task force shall meet no less
5than 3 times before the end of the year in which this
6amendatory Act of the 98th General Assembly becomes effective.
7The report required under this Section shall be submitted by no
8later than December 1, 2014 to the Secretary, the Governor, and
9the General Assembly. Members of the task force shall receive
10no compensation, but shall be reimbursed for expenses
11necessarily incurred in the performance of their duties.
12    This Section is repealed on December 1, 2015.
 
13    Section 99. Effective date. This Act takes effect upon
14becoming law.
