1     AN ACT concerning regulation.

2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4     Section 5. The Illinois Public Accounting Act is amended by
5 adding Section 30.9 as follows:

6     (225 ILCS 450/30.9 new)
7     Sec. 30.9. Tax return preparation task force. The
8 Department shall convene a task force consisting of 7 members,
9 one of whom shall be appointed by the Secretary and be a
10 representative of the Department; one of whom shall be
11 appointed by the Secretary and be a representative of a
12 statewide association representing CPAs; one of whom shall be
13 appointed by the Secretary and be an enrolled agent or
14 representative of the tax return preparation industry; one of
15 whom shall be appointed by the Speaker of the House of
16 Representatives; one of whom shall be appointed by the
17 President of the Senate; one of whom shall be appointed by the
18 Minority Leader of the House of Representatives; and one of
19 whom shall be appointed by the Minority Leader of the Senate.
20 The task force shall prepare a report that does the following:
21 determines the appropriate scope of a program for regulating
22 commercial tax return preparers; addresses the appropriate
23 qualifications, including, but not limited to, minimum

1 educational qualifications and continuing educational
2 requirements for commercial tax return preparers; and
3 considers any other matters the task force determines to be
4 necessary or appropriate. The task force shall meet no less
5 than 3 times before the end of the year in which this
6 amendatory Act of the 98th General Assembly becomes effective.
7 The report required under this Section shall be submitted by no
8 later than December 1, 2014 to the Secretary, the Governor, and
9 the General Assembly. Members of the task force shall receive
10 no compensation, but shall be reimbursed for expenses
11 necessarily incurred in the performance of their duties.
12     This Section is repealed on December 1, 2015.

13     Section 99. Effective date. This Act takes effect upon
14 becoming law.
