AMENDMENT TO HOUSE BILL 4381

2    AMENDMENT NO. ______. Amend House Bill 4381 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Public Accounting Act is amended
5by adding Section 30.9 as follows:
 
6    (225 ILCS 450/30.9 new)
7    Sec. 30.9. Tax return preparation task force. The
8Department shall convene a task force consisting of 7 members,
9one of whom shall be appointed by the Department and be a
10representative of the Department; one of whom shall be
11appointed by the Department and be a representative of a
12statewide association representing CPAs; one of whom shall be
13appointed by the Department and be an enrolled agent or
14representative of the tax return preparation industry; one of
15whom shall be appointed by the majority caucus leader of the
16House of Representatives; one of whom shall be appointed by the

1majority caucus leader of the Senate; one of whom shall be
2appointed by the minority caucus leader of the House of
3Representatives; and one of whom shall be appointed by the
4minority caucus leader of the Senate. The task force shall
5prepare a report that does the following: determines the
6appropriate scope of a program for regulating commercial tax
7return preparers; addresses the appropriate qualifications,
8including, but not limited to, minimum educational
9qualifications and continuing educational requirements for
10commercial tax return preparers; and considers any other
11matters the task force determines to be necessary or
12appropriate. The task force shall meet no less than 3 times
13before the end of the year in which this amendatory Act of the
1498th General Assembly becomes effective. The report required
15under this Section shall be submitted by no later than December
161, 2014 to the Secretary of Financial and Professional
17Regulation, the Governor, the Speaker of the House of
18Representatives, and the President of the Senate. Members of
19the task force shall receive no compensation, but shall be
20reimbursed for expenses necessarily incurred in the
21performance of their duties.
 
22    Section 99. Effective date. This Act takes effect upon
23becoming law.".
