| 2 | | AMENDMENT NO. ______. Amend House Bill 4986 by replacing | 3 | | everything after the enacting clause with the following:
| 4 | | "Section 5. The Illinois Solid Waste Management Act is | 5 | | amended by adding Section 10 as follows: | 6 | | (415 ILCS 20/10 new) | 7 | | Sec. 10. Solid Waste Reduction and Management Task Force. | 8 | | (a) A Solid Waste Reduction and Management Task Force is | 9 | | hereby created with the goal of providing suggestions for more | 10 | | efficiently and effectively collecting, processing, and | 11 | | managing recyclable, reusable, and compostable materials that | 12 | | are currently disposed of as solid waste, in a manner that | 13 | | promotes economic development, protects environmental and | 14 | | public health and safety, and allows the most practical and | 15 | | beneficial use of those materials. The Task Force's review | 16 | | shall include, but not be limited to, the following topics: |

| 1 | | county recycling and waste management planning; recordkeeping | 2 | | used to track recycling, reuse, and composting rates; current | 3 | | and future landfill space needs; source reduction, recycling, | 4 | | composting, and reuse programs; solid waste management and | 5 | | disposal; funding for State and local oversight and regulation | 6 | | of solid waste management programs and solid waste management | 7 | | facilities; and funding for State and local support of projects | 8 | | that advance source reduction, recycling, reuse, composting, | 9 | | and proper management of household hazardous waste. | 10 | | (b) The Task Force shall consist of the following members | 11 | | appointed as follows: | 12 | | (1) four legislators consisting of one designated by | 13 | | each of the following: the President of the Senate, the | 14 | | Minority Leader of the Senate, the Speaker of the House, | 15 | | and the Minority Leader of the House; | 16 | | (2) the Director of the Illinois Environmental | 17 | | Protection Agency, or his or her representative; | 18 | | (3) the Director of Commerce and Economic Opportunity, | 19 | | or his or her representative; | 20 | | (4) two persons designated by the Director of Commerce | 21 | | and Economic Opportunity to represent local governments; | 22 | | (5) two persons designated by the Director of the | 23 | | Illinois Environmental Protection Agency to represent the | 24 | | solid waste management industry; | 25 | | (6) two persons designated by the Director of Commerce | 26 | | and Economic Opportunity to represent the recycling |

| 1 | | industry; and | 2 | | (7) two persons designated by the Director of the | 3 | | Illinois Environmental Protection Agency to represent | 4 | | environmental interest groups. | 5 | | (c) The Directors of the Illinois Environmental Protection | 6 | | Agency and the Department of Commerce and Economic Opportunity, | 7 | | or their representatives, shall co-chair and facilitate the | 8 | | Task Force. | 9 | | (d) The members of the Task Force shall be designated no | 10 | | later than 60 days after the effective date of this Section. | 11 | | The members of the Task Force shall not receive compensation | 12 | | for serving as members of the Task Force, but may be reimbursed | 13 | | for actual expenses incurred in the performance of their | 14 | | official duties from funds appropriated for that purpose. | 15 | | (e) A majority of the Task Force shall constitute a quorum | 16 | | for the transaction of its business. The Task Force may convene | 17 | | and meet before all designees are appointed. The Task Force | 18 | | shall meet at least quarterly. The Task Force co-chairs may | 19 | | establish subcommittees for the purpose of making special | 20 | | studies. The subcommittees may include non-Task-Force members | 21 | | as resource persons. | 22 | | (f) The Task Force shall make recommendations resulting | 23 | | from its study and shall submit a report of its findings and | 24 | | recommendations to the Governor and the General Assembly no | 25 | | later than 2 years after the effective date of this Section. | 26 | | The report may be in the form of proposed legislation. |

| 1 | | (g) This Section is repealed one year after the date that | 2 | | the Task Force is required to report its findings under | 3 | | subsection (f).
| 4 | | Section 99. Effective date. This Act takes effect upon | 5 | | becoming law.".
