AMENDMENT TO HOUSE BILL 3819

2    AMENDMENT NO. ______. Amend House Bill 3819 as follows:
 
3on page 1, line 4, by replacing "Section" with "Sections 14C-10
4and"; and
 
5on page 1, immediately below line 5, by inserting the
6following:
 
7    "(105 ILCS 5/14C-10)  (from Ch. 122, par. 14C-10)
8    Sec. 14C-10. Parent and community participation.
9    School districts shall provide for the maximum practical
10involvement of parents of children in transitional bilingual
11education programs. Each school district shall, accordingly,
12establish a parent advisory committee which affords parents the
13opportunity effectively to express their views and which
14ensures that such programs are planned, operated, and evaluated
15with the involvement of, and in consultation with, parents of

1children served by the programs. Such committees shall be
2composed of parents of children enrolled in transitional
3bilingual education programs, transitional bilingual education
4teachers, counselors, and representatives from community
5groups; provided, however, that a majority of each committee
6shall be parents of children enrolled in the transitional
7bilingual education program. Once established, these
8committees shall autonomously carry out their affairs,
9including the election of officers and the establishment of
10internal rules, guidelines, and procedures.

12on page 3, line 1, by deleting "and"; and
 
13on page 3, line 5, by replacing "staff." with "staff; and"; and
 
14on page 3, immediately below line 5, by inserting the
15following:
16         "(iv) whether and how the bilingual parent advisory
17    committees within school districts can be supported in
18    order to increase the opportunities for parents to
19    effectively express their views concerning the planning,
20    operation, and evaluation of bilingual education
21    programs.".
