AMENDMENT TO SENATE BILL 2279

AMENDMENT NO. ______. Amend Senate Bill 2279 by replacing everything after the enacting clause with the following:

"Section 5. The Campus Demonstrations Policy Act is amended by changing Section 1 and by adding Section 2.5 as follows:

(110 ILCS 10/1) (from Ch. 144, par. 225)

Sec. 1. For the purposes of this Act:

(a) "State-supported institution of higher learning" means the University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, Western Illinois University, and the public community colleges subject to the Public Community College Act, and every institution of higher learning approved by the Illinois Student Assistance Commission for purposes of the monetary award program under Section 35 of the Higher Education Student Assistance Act.

(b) "Policy on Demonstrations" means an outline of rules and regulations to maintain order on the campus of an institution of higher learning in this State which gives special attention to firmness, to insuring that the civil rights of others are not infringed and to establishment of a step by step approach to secure the reasonable operation of university or college activities in case of any disruptive activity.

Sec. 2.5. Policy on Demonstrations. The Policy on Demonstrations of a State-supported institution of higher learning must include a statement declaring that the academic or athletic scholarship awarded to a student-athlete may not be reduced or revoked as a result of the student-athlete's participation in or expression of his or her First Amendment rights under the United States Constitution.

This Section is not intended to inhibit the right of sectarian institutions of higher learning to enact generally applicable policies and codes of conduct inspired by their faith tradition.".
