AMENDMENT TO SENATE BILL 2279

2    AMENDMENT NO. ______. Amend Senate Bill 2279 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Campus Demonstrations Policy Act is amended
5by changing Section 1 and by adding Section 2.5 as follows:
 
6    (110 ILCS 10/1)  (from Ch. 144, par. 225)
7    Sec. 1. For the purposes of this Act:
8    (a) "State-supported institution of higher learning" means
9the University of Illinois, Southern Illinois University,
10Chicago State University, Eastern Illinois University,
11Governors State University, Illinois State University,
12Northeastern Illinois University, Northern Illinois
13University, Western Illinois University, and the public
14community colleges subject to the Public Community College Act,
15and every institution of higher learning approved by the
16Illinois Student Assistance Commission for purposes of the

1monetary award program under Section 35 of the Higher Education
2Student Assistance Act.
3    (b) "Policy on Demonstrations" means an outline of rules
4and regulations to maintain order on the campus of an
5institution of higher learning in this State which gives
6special attention to firmness, to insuring that the civil
7rights of others are not infringed and to establishment of a
8step by step approach to secure the reasonable operation of
9university or college activities in case of any disruptive
10activity.

13    Sec. 2.5. Policy on Demonstrations. The Policy on
14Demonstrations of a State-supported institution of higher
15learning must include a statement declaring that the academic
16or athletic scholarship awarded to a student-athlete may not be
17reduced or revoked as a result of the student-athlete's
18participation in or expression of his or her First Amendment
19rights under the United States Constitution.
20    This Section is not intended to inhibit the right of
21sectarian institutions of higher learning to enact generally
22applicable policies and codes of conduct inspired by their
23faith tradition.".
