AMENDMENT TO HOUSE BILL 3220

2    AMENDMENT NO. ______. Amend House Bill 3220 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Accountability in Higher Education Act.
 
6    Section 5. Annual plans.
7    (a) Public universities and community colleges in this
8State shall develop annual academic, financial, and enrollment
9plans that outline all of the following:
10        (1) Tuition and fee estimates.
11        (2) Enrollment projections.
12        (3) Retention policies and projections.
13        (4) A number of accountability measures, including
14    meeting benchmarks related to accessibility and
15    affordability developed in consultation with statewide
16    organizations representing faculty and staff.

1    (b) Public universities must submit their plans to the
2Board of Higher Education no later than June 30th of each year,
3and their plans must be reviewed by the Board of Higher
4Education for recommendations to be made each year at one of
5the Board of Higher Education's regularly scheduled meetings.
6Community Colleges must submit their plans to the Community
7College Board no later than June 30th of each year, and their
8plans must be reviewed by the Community College Board for
9recommendations to be made each year at one of the Community
10College Board's regularly scheduled meetings.
 
11    Section 10. State policy objectives. Public universities
12and community colleges in this State must commit themselves
13formally to meeting the following State policy objectives, in
14conjunction with the goals set forth in the Illinois Public
15Agenda for College and Career Success:
16        (1) Providing access to higher education, including
17    meeting enrollment demand.
18        (2) Providing a broad range of academic programs.
19        (3) Maintaining high academic standards.
20        (4) Improving student retention and progress toward
21    timely graduation or program completion.
22        (5) Developing uniform articulation agreements between
23    public community colleges and public universities.
24        (6) Stimulating economic development.
25        (7) If appropriate, increasing externally funded

1    research and improving technology transfer.
2        (8) Actively working with grades kindergarten through
3    12 to improve student achievement and preparation for
4    college.
5        (9) Meeting financial and administrative management
6    standards.
7        (10) Making enrollment affordable, regardless of
8    income.
 
9    Section 15. Performance indicators. The Board of Higher
10Education shall be responsible for developing performance
11indicators in collaboration with the universities and
12community colleges and the Illinois Community College Board to
13measure whether public universities and community colleges in
14this State are meeting State policy objectives under Section 10
15of this Act, in conjunction with the goals set forth in the
16Illinois Public Agenda for College and Career Success.
 
17    Section 99. Effective date. This Act takes effect upon
18becoming law.".
