SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Accountability in Higher Education Act. Requires public universities in this State to develop annual academic, financial, and enrollment plans that outline (i) tuition and fee estimates, (ii) enrollment projections, (iii) retention policies and projections, and (iv) accepting a number of accountability measures, including meeting benchmarks related to accessibility and affordability. Requires public universities to commit themselves formally to meeting specified State policy objectives, in conjunction with the goals set forth in the Illinois Public Agenda for College and Career Success. Requires the Board of Higher Education to be responsible for developing performance indicators to measure whether public universities in this State are meeting State policy objectives, in conjunction with the goals set forth in the Illinois Public Agenda for College and Career Success. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Accountability in Higher Education Act.
 
6    Section 5. Annual plans.
7    (a) Public universities in this State shall develop annual
8academic, financial, and enrollment plans that outline all of
9the following:
10        (1) Tuition and fee estimates.
11        (2) Enrollment projections.
12        (3) Retention policies and projections.
13        (4) Accepting a number of accountability measures,
14    including meeting benchmarks related to accessibility and
15    affordability.
16    (b) These plans must be submitted to the Board of Higher
17Education no later than June 30th of each year and must be
18reviewed by the Board for recommendations to be made each year
19at one of the Board's regularly scheduled meetings.
 
20    Section 10. State policy objectives. Public universities
21in this State must commit themselves formally to meeting the
22following State policy objectives, in conjunction with the

1goals set forth in the Illinois Public Agenda for College and
2Career Success:
3        (1) Providing access to higher education, including
4    meeting enrollment demand.
5        (2) Providing a broad range of academic programs.
6        (3) Maintaining high academic standards.
7        (4) Improving student retention and progress toward
8    timely graduation.
9        (5) Developing uniform articulation agreements with
10    public community colleges.
11        (6) Stimulating economic development.
12        (7) If appropriate, increasing externally funded
13    research and improving technology transfer.
14        (8) Actively working with grades kindergarten through
15    12 to improve student achievement.
16        (9) Meeting financial and administrative management
17    standards.
18        (10) Making enrollment affordable, regardless of
19    income.
 
20    Section 15. Performance indicators. The Board of Higher
21Education shall be responsible for developing performance
22indicators to measure whether public universities in this State
23are meeting State policy objectives under Section 10 of this
24Act, in conjunction with the goals set forth in the Illinois
25Public Agenda for College and Career Success.

1    Section 99. Effective date. This Act takes effect upon
