 3    with  reference  to page and line numbers of Senate Amendment
 4    No. 1, on page 1, by replacing  lines  11  and  12  with  the
 5    following:

 6    "of local government or school district, (ii) is not procured
 7    in  accordance  with  the  Illinois  Procurement Code and the
 8    State Finance Act, and (iii) authorizes or  necessitates  any
 9    increase in the contract price that is 50%".
