AMENDMENT TO HOUSE BILL 762

2     AMENDMENT NO. ______. Amend House Bill 762, AS AMENDED,
3 with reference to page and line numbers of Senate Amendment No.
4 1, on page 1, line 4, after "by", by inserting "changing
5 Section 2-3.52A and"; and
 
6 on page 1, immediately below line 5, by inserting the
7 following:
 
8     "(105 ILCS 5/2-3.52A)  (from Ch. 122, par. 2-3.52A)
9     Sec. 2-3.52A. Pilot programs.
10     (a) To improve the quality of teaching as a profession the
11 State Board of Education may, pursuant to appropriations for
12 such purposes, establish pilot programs for teachers relating
13 to clinical schools, restructuring the teaching workplace, and
14 providing special assistance and support to beginning
15 teachers. Such programs shall be conducted in accordance with
16 rules adopted by the State Board of Education. Such rules shall
17 provide for, but not be limited to, advisory councils and
18 annual reports on the progress of the pilot programs.
19     (b) Beginning July 1, 2004 and continuing for 3 years, the
20 State Board of Education and the State Teacher Certification
21 Board are authorized to administer a pilot project designed to
22 improve math and science achievement of fifth grade students.
23 With annual joint approval by the State Board of Education and
24 the State Teacher Certification Board, teachers who hold a 6-12

1 certificate endorsed in mathematics or science and who hold a
2 middle grades endorsement or qualify for teaching in the middle
3 grades may teach fifth grade students in the area of their
4 endorsement, provided that no teacher otherwise assigned to
5 teach those students is, as a direct result of the use of such
6 teachers, subject to reduction in force.
