SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of John M. Palmer Sr. of Springfield, who passed away on April 17, 2023; and

WHEREAS, John Palmer was born to Melvin and Helen (Blesser) Palmer in Springfield on June 5, 1939; he attended Springfield High School and served in the U.S. Navy; he married Jeanette Nevitt in Springfield on January 20, 1962, and she preceded him in death on May 19, 2014; and

WHEREAS, John Palmer began his law enforcement career with the Sangamon County Sheriff's Office in 1964; after working there for a few years, he joined the Springfield Police Department (SPD), where he served for 28 years until his retirement in 1993; he then worked for the Menard County Sheriff's Department for 18 years, retiring in 2013; during his career, he served as a patrol officer, detective, sergeant, and range master; and

WHEREAS, While serving the SPD, he earned the Master Badge for his excellence with firearms; he also received the Porter Williams Award three times for distinguished acts of bravery and heroism during his outstanding career with the SPD; and

WHEREAS, John Palmer was a member of the Illinois Police Benevolent and Protective Association, the Abe Lincoln Gun Club, and the Illinois Police Association; and

WHEREAS, John Palmer was a dedicated lover of pets; he also loved being outdoors and was an avid duck hunter; and

WHEREAS, John Palmer was preceded in death by his parents; and

WHEREAS, John Palmer is survived by his children, John M. Palmer Jr., Aldona Marie Palmer, and Eric David Palmer; his grandchildren, Nicholas, Zachary, and Quinn Kauten; his brother, M.G. Jerry (Linda) Palmer; his sister, Penny Palmer; and his pet cat, Cuddles; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of John M. Palmer Sr. and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of John Palmer as an expression of our deepest sympathy.
