SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of John M. Palmer Sr. of Springfield, who
4passed away on April 17, 2023; and
 
5    WHEREAS, John Palmer was born to Melvin and Helen
6(Blesser) Palmer in Springfield on June 5, 1939; he attended
7Springfield High School and served in the U.S. Navy; he
8married Jeanette Nevitt in Springfield on January 20, 1962,
9and she preceded him in death on May 19, 2014; and
 
10    WHEREAS, John Palmer began his law enforcement career with
11the Sangamon County Sheriff's Office in 1964; after working
12there for a few years, he joined the Springfield Police
13Department (SPD), where he served for 28 years until his
14retirement in 1993; he then worked for the Menard County
15Sheriff's Department for 18 years, retiring in 2013; during
16his career, he served as a patrol officer, detective,
17sergeant, and range master; and
 
18    WHEREAS, While serving the SPD, he earned the Master Badge
19for his excellence with firearms; he also received the Porter
20Williams Award three times for distinguished acts of bravery
21and heroism during his outstanding career with the SPD; and

1    WHEREAS, John Palmer was a member of the Illinois Police
2Benevolent and Protective Association, the Abe Lincoln Gun
3Club, and the Illinois Police Association; and
 
4    WHEREAS, John Palmer was a dedicated lover of pets; he
5also loved being outdoors and was an avid duck hunter; and
 
6    WHEREAS, John Palmer was preceded in death by his parents;
7and
 
8    WHEREAS, John Palmer is survived by his children, John M.
9Palmer Jr., Aldona Marie Palmer, and Eric David Palmer; his
10grandchildren, Nicholas, Zachary, and Quinn Kauten; his
11brother, M.G. Jerry (Linda) Palmer; his sister, Penny Palmer;
12and his pet cat, Cuddles; therefore, be it
 
13    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
14ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
15John M. Palmer Sr. and extend our sincere condolences to his
16family, friends, and all who knew and loved him; and be it
17further
 
18    RESOLVED, That a suitable copy of this resolution be
19presented to the family of John Palmer as an expression of our
20deepest sympathy.
