SENATE JOINT RESOLUTION

 
2    WHEREAS, The Professional Review Panel is responsible for
3evaluating and recommending modifications to the
4Evidence-Based Funding Formula to ensure all students have
5access to a quality education, including special education and
6related services; and
 
7    WHEREAS, High caseloads, meaning the number of students
8assigned to an individual clinician, are contributing to
9Illinois' clinician shortage and are adversely impacting the
10related services districts can provide; and
 
11    WHEREAS, The National Association of School Social Workers
12recommends that individual caseloads of school social workers
13should not exceed 250 students; and
 
14    WHEREAS, The National Association of School Psychologists
15recommends that individual caseloads of school psychologists
16should not exceed 500 students; and
 
17    WHEREAS, The American School Counselor Association
18recommends that individual caseloads of school counselors
19should not exceed 250 students; and
 
20    WHEREAS, The National Association of School Nurses

1recommends that individual caseloads of school nurses should
2not exceed 750 students; and
 
3    WHEREAS, The American Speech-Language-Hearing Association
4recommends that individual caseloads of speech-language
5pathologists should not exceed 60 students; therefore, be it
 
6    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
7ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
8REPRESENTATIVES CONCURRING HEREIN, that we direct the
9Professional Review Panel and the Illinois State Board of
10Education to conduct the analysis and financial modeling
11required to evaluate the implications of implementing the
12recommended maximum caseloads for school social workers,
13school psychologists, school counselors, school nurses, and
14speech-language pathologists working in schools; and be it
15further
 
16    RESOLVED, That the Professional Review Panel and the
17Illinois State Board of Education shall submit their findings
18in a written report to the General Assembly and Governor by
19December 31, 2025.
