Synopsis As Introduced
Creates the Domestic Workers' Bill of Rights Act. Requires employers to make specific disclosures to domestic workers regarding terms of employment. Requires written contracts. Establishes provisions for duration of shifts, meal breaks, sleep and rest periods, paid time off, and other matters. Provides for enforcement by the Department of Labor. Authorizes civil actions. Amends the Illinois Human Rights Act, the Minimum Wage Law, the Wages of Women and Minors Act, and the One Day Rest In Seven Act to make various changes regarding domestic workers. Effective immediately.

Senate Committee Amendment No. 1
Excludes personal care attendants and personal assistants working under the Home Services Program under specified provisions of the Disabled Persons Rehabilitation Act from the definition of "domestic worker".

 Fiscal Note (Dept. of Labor)
 This legislation creates additional responsibilities for the Fair labor Standards Division of the Department of Labor. The fiscal impact is as follows: (1) Personnel = $227,000; (2) Fringes = $223,874; (3) Travel = $15,000; (4) Commodities = $2,000; (5) Equipment = $4,000 (6) EDP Equipment = $26,800; (7) Telecommunications = $3,000; (8) Contractual = $16,000; Total = $517,674.
