Transfers the Lieutenant Governor's powers and duties under the Keep Illinois Beautiful program to the Department of Commerce and Community Affairs and its Director. Effective July 1, 2000. SENATE AMENDMENT NO. 1. Provides that the Director of Commerce and Community Affairs, rather than the Governor, appoints the Keep Illinois Beautiful Program Advisory Board. Provides for the Board to meet annually, rather than quarterly. Eliminates the Statewide coordinator. Eliminates the requirement that the Board approve guidelines and program proposals.
