Provides that the prohibition against operating a sound amplification system that can be heard outside the vehicle from 75 feet or more does not apply to any vehicle whose operator possesses a permit from a unit of local government to exceed the allowed sound level within the boundaries of the unit of local government. Eliminates language providing that the prohibition does not apply to vehicles engaged in advertising.
