 2                    NINETY-FIRST GENERAL ASSEMBLY
 3                               SENATE
 4                      Senate Resolution No. 71
 5       Offered by Senators Berman, Rauschenberger and Trotter

 6        WHEREAS, Congress and the White  House  have  funded  the
 7    Social  Service  Block Grant/Title XX program at a relatively
 8    stable level for the past 5 years; and

 9        WHEREAS, The  FFY  99  funding  level  for  this  program
10    unexpectedly  dropped  17%  during budget negotiations at the
11    close of the last congressional session; and

12        WHEREAS,  This  federally  funded   program   is   almost
13    exclusively   devoted   to   community-based  human  services
14    throughout  the  State  of   Illinois,   including   adoption
15    services,   case   coordination  services,  intervention  for
16    victims of domestic violence, youth development services, day
17    care for children, employment  development  services,  family
18    support,   foster  care  for  children,  homemaker  services,
19    outpatient treatment, protective intervention, rehabilitation
20    and  training  for  handicapped  adults,  and  treatment  for
21    substance abuse, among other funded services, extending  into
22    every  county  and  legislative district in the State serving
23    over 130,000 individuals or families in Illinois; and

24        WHEREAS, The National Conference of Mayors, the  National
25    Conference  of State Legislatures, and the National Governors
26    Conference have all strongly recommended the  restoration  of
27    full funding to this important program; therefore be it

28        RESOLVED,  BY  THE  SENATE  OF  THE  NINETY-FIRST GENERAL
29    ASSEMBLY  OF  THE  STATE  OF  ILLINOIS,  that  the   Illinois
30    congressional delegation be informed of our concern regarding
31    this  essential  source  of  funding for critically important
32    State programming and services; and be it further

 1        RESOLVED, That the Illinois  Senate  urges  the  Illinois
 2    congressional  delegation  to influence and guide the federal
 3    budgeting process for FFY 2000 and  beyond  to  restore  full
 4    funding  for  the Social Service Block Grant/Title XX program
 5    and incrementally increase funding for this essential program
 6    as future federal budget  opportunities  present  themselves;
 7    and be it further

 8        RESOLVED,  That copies of this resolution be forwarded to
 9    the  members  of  the   Illinois   congressional   delegation
10    immediately.
