 1                  AMENDMENT TO SENATE RESOLUTION 71

 2        AMENDMENT NO.     .  Amend Senate Resolution 71  on  page
 3    1, by replacing lines 2 through 20 with the following:

 4        "WHEREAS,  Congress  and  the White House have funded the
 5    Social Service Block Grant/Title XX program at  a  relatively
 6    stable level for the past 5 years; and

 7        WHEREAS,  The  FFY  99  funding  level  for  this program
 8    unexpectedly dropped 17% during budget  negotiations  at  the
 9    close of the last congressional session; and

10        WHEREAS,   This   federally   funded  program  is  almost
11    exclusively  devoted  to  community  based   human   services
12    throughout   the   State   of  Illinois,  including  adoption
13    services,  case  coordination  services,   intervention   for
14    victims of domestic violence, youth development services, day
15    care  for  children,  employment development services, family
16    support,  foster  care  for  children,  homemaker   services,
17    outpatient treatment, protective intervention, rehabilitation
18    and  training  for  handicapped  adults,  and  treatment  for
19    substance  abuse, among other funded services, extending into
20    every county and legislative district in  the  State  serving
21    over 130,000 individuals or families in Illinois; and

22        WHEREAS,  The National Conference of Mayors, the National

 1    Council of State Legislatures,  and  the  National  Governors
 2    Conference  have  all strongly recommended the restoration of
 3    full funding to this important program; therefore be it

 4        RESOLVED, BY  THE  SENATE  OF  THE  NINETY-FIRST  GENERAL
 5    ASSEMBLY   OF  THE  STATE  OF  ILLINOIS,  that  the  Illinois
 6    congressional delegation be informed of our concern regarding
 7    this essential source of  funding  for  critically  important
 8    State programming and services; and be it further

 9        RESOLVED,  That  the  Illinois  Senate urges the Illinois
10    congressional delegation to influence and guide  the  federal
11    budgeting  process  for  FFY  2000 and beyond to restore full
12    funding for the Social Service Block Grant/Title  XX  program
13    and incrementally increase funding for this essential program
14    as  future  federal  budget opportunities present themselves;
15    and be it further

16        RESOLVED, That copies of this resolution be forwarded  to
17    the   members   of   the  Illinois  congressional  delegation
18    immediately.".
