1 AMENDMENT TO SENATE BILL 589
2 AMENDMENT NO. . Amend Senate Bill 589, by replacing
3 the title with the following:
4 "AN ACT regarding appropriations."; and by replacing
5 everything after the enacting clause with the following:
6 "Section 5. The following amounts, or so much of those
7 amounts as may be necessary, respectively, are appropriated
8 from the General Revenue Fund to the Illinois Student
9 Assistance Commission for its ordinary and contingent
10 expenses:

6 Section 10. The sum of $135,000, or so much of that
7 amount as may be necessary, is appropriated from the General
8 Revenue Fund to the Illinois Student Assistance Commission
9 for costs associated with administration of the Illinois
10 Higher EdNet, a clearinghouse for post-secondary education
11 financial aid information.
12 Section 15. The sum of $100,000, or so much thereof as
13 may be necessary, is appropriated to the Illinois Student
14 Assistance Commission from the Higher EdNet Fund for costs
15 associated with administration of the Illinois Higher EdNet,
16 a clearinghouse for post-secondary education financial aid
17 information.
18 Section 20. The following named amounts, or so much
19 thereof as may be necessary, respectively, are appropriated
20 from the Education Assistance Fund to the Illinois Student
21 Assistance Commission for its ordinary and contingent
22 expenses:

1 payment of grant awards to full-time and part-time students
2 eligible to receive such awards, as provided by law,
3 including up to $2,000,000 for transfer into the Monetary
4 Award Program Reserve Fund.
5 Section 35. The sum of $2,000,000, or so much thereof as
6 may be necessary, is appropriated to the Illinois Student
7 Assistance Commission from the Monetary Award Program Reserve
8 Fund for payment of grant awards to full-time and part-time
9 students eligible to receive such awards, as provided by law.
10 Section 40. The following named amounts, or so much
11 thereof as may be necessary, respectively, are appropriated
12 from the General Revenue Fund to the Illinois Student
13 Assistance Commission for the following purposes:
14 Grants and Scholarships
15 For payment of matching grants to Illinois
16 institutions to supplement scholarship
17 programs, as provided by law................. $ 1,000,000
18 For payment of Merit Recognition Scholarships
19 to undergraduate students under the Merit
20 Recognition Scholarship Program provided
21 for in Section 30 of the Higher Education
22 Student Assistance Act....................... 2,200,000
23 For the payment of scholarships to students
24 who are children of policemen or firemen
25 killed in the line of duty, or who are
26 dependents of correctional officers
27 killed or permanently disabled in the line,
28 of duty as provided by law................... 150,000
29 For payment of Illinois National Guard and
30 Naval Militia Scholarships at State-
31 controlled universities and public
32 community colleges in Illinois to

19 thereof as may be necessary, respectively, are appropriated
20 from the Education Assistance Fund to the Illinois Student
21 Assistance Commission for the following purposes:

23 For payment of grant awards to full-time and
24 part-time students eligible to receive such
25 awards, as provided by law................... $ 56,712,100
26 For payment of Illinois Incentive for Access
27 grants as provided by law.................... 4,250,000
28 Total $60,962,100
29 Section 50. The following sum, or so much thereof as may
30 be necessary, is appropriated from the Federal State Student
31 Incentive Trust Fund to the Illinois Student Assistance
32 Commission for the following purpose:

1 Grants
2 For payment of grant awards to full-time and
3 part-time students eligible to receive such
4 awards, as provided by law......................$1,498,000
5 Section 55. The sum of $188,000,000, or so much thereof
6 as may be necessary, is appropriated from the Student
7 Assistance Commission Student Loan Fund to the Illinois
8 Student Assistance Commission for distribution when necessary
9 as a result of guarantees of loans that are uncollectable or
10 for payments required under agreements with the United States
11 Secretary of Education.
12 Section 60. The sum of $150,000, or so much of that
13 amount as may be necessary, is appropriated from the Accounts
14 Receivable Fund to the Illinois Student Assistance Commission
15 for costs associated with the collection of delinquent
16 scholarship awards pursuant to the Illinois Collection Act of
17 1986.
18 Section 65. The following named amount, or so much
19 thereof as may be necessary, respectively, is appropriated
20 from the Federal Student Assistance Scholarship Fund to the
21 Illinois Student Assistance Commission for the following
22 purpose:
23 For payment of Robert C. Byrd
24 Honors Scholarships.............................$1,750,000
25 Section 70. The sum of $50,000, or so much thereof as
26 may be necessary, is appropriated to the Illinois Student
27 Assistance Commission from the University Grant Fund for
28 payment of grants for the Higher Education License Plate
29 Program, as provided by law.

1 Section 9999. Effective date. This Act takes effect
2 July 1, 1999.".
