 1                    AMENDMENT TO SENATE BILL 589

 2        AMENDMENT NO.     .  Amend Senate Bill 589  by  replacing
 3    everything after the enacting clause with the following:
 4        "Section  5.   The following amounts, or so much of those
 5    amounts as may be necessary, respectively,  are  appropriated
 6    from  the  General  Revenue  Fund  to  the  Illinois  Student
 7    Assistance   Commission   for  its  ordinary  and  contingent
 8    expenses:

 2        Section 10.  The sum of $135,000,  or  so  much  of  that
 3    amount  as may be necessary, is appropriated from the General
 4    Revenue Fund to the Illinois  Student  Assistance  Commission
 5    for  costs  associated  with  administration  of the Illinois
 6    Higher EdNet, a clearinghouse  for  post-secondary  education
 7    financial aid information.

 8        Section  15.  The  sum of $100,000, or so much thereof as
 9    may be necessary, is appropriated  to  the  Illinois  Student
10    Assistance  Commission  from  the Higher EdNet Fund for costs
11    associated with administration of the Illinois Higher  EdNet,
12    a  clearinghouse  for  post-secondary education financial aid
13    information.

14        Section 20.  The following  named  amounts,  or  so  much
15    thereof  as  may be necessary, respectively, are appropriated
16    from the Education Assistance Fund to  the  Illinois  Student
17    Assistance   Commission   for  its  ordinary  and  contingent
18    expenses:

26        Section 27.  The sum of $7,500,000, or so much thereof as
27    may  be  necessary,  is  appropriated to the Illinois Student
28    Assistance Commission from the Student  Loan  Operating  Fund
29    for  costs  associated  with  the  Loan Based Solution system
30    replacement project.

31        Section 30.  The sum of $253,515,800, or so much  thereof

 1    as  may be necessary, is appropriated to the Illinois Student
 2    Assistance Commission  from  the  General  Revenue  Fund  for
 3    payment  of grant awards to students eligible to receive such
 4    awards, as provided by law, including up  to  $2,700,000  for
 5    transfer into the Monetary Award Program Reserve Fund.

 6        Section 35.  The sum of $4,500,000, or so much thereof as
 7    may  be  necessary,  is  appropriated to the Illinois Student
 8    Assistance Commission from the Monetary Award Program Reserve
 9    Fund for payment of grant awards to full-time  and  part-time
10    students eligible to receive such awards, as provided by law.

11        Section  40.  The  following  named  amounts,  or so much
12    thereof as may be necessary, respectively,  are  appropriated
13    from  the  General  Revenue  Fund  to  the  Illinois  Student
14    Assistance Commission for the following purposes:
15                       Grants and Scholarships
16      For payment of matching grants to Illinois
17       institutions to supplement scholarship
18       programs, as provided by law................. $  1,000,000
19      For payment of Merit Recognition Scholarships
20       to undergraduate students under the Merit
21       Recognition Scholarship Program provided
22       for in Section 30 of the Higher Education
23       Student Assistance Act.......................    4,700,000
24      For the payment of scholarships to students
25       who are children of policemen or firemen
26       killed in the line of duty, or who are
27       dependents of correctional officers
28       killed or permanently disabled in the line
29       of duty, as provided by law..................      150,000
30      For payment of Illinois National Guard and
31       Naval Militia Scholarships at State-
32       controlled universities and public

19        Section  45.  The  following  named  amounts,  or so much
20    thereof as may be necessary, respectively,  are  appropriated
21    from  the  Education  Assistance Fund to the Illinois Student
22    Assistance Commission for the following purposes:

23                       Grants and Scholarships
24      For payment of grant awards to full-time and
25       part-time students eligible to receive such
26       awards, as provided by law................... $ 81,970,000
27      For payment of Illinois Incentive for Access
28       grants as provided by law....................    4,000,000
29        Total                                         $85,970,000

30        Section 50.  The following sum, or so much thereof as may
31    be necessary, is appropriated from the Federal State  Student
32    Incentive  Trust  Fund  to  the  Illinois  Student Assistance

 1    Commission for the following purpose:
 2                               Grants
 3      For payment of grant awards to full-time and
 4       part-time students eligible to receive such
 5       awards, as provided by law......................$1,500,000

 6        Section 55.  The sum of $162,500,000, or so much  thereof
 7    as may be necessary, is appropriated from the Federal Student
 8    Loan  Fund  to the Illinois Student Assistance Commission for
 9    distribution when necessary as  a  result  of  guarantees  of
10    loans  that  are uncollectable or for payments required under
11    agreements with the United States Secretary of Education.

12        Section 57.  The sum of $1,000,000, or so much thereof as
13    may be necessary, is appropriated from  the  Federal  Reserve
14    Recall Fund to the Illinois Student Assistance Commission for
15    default aversion activities.

16        Section  58.   The sum of $73,200,000, or so much thereof
17    as may be necessary, is appropriated from  the  Student  Loan
18    Operating  Fund to the Illinois Student Assistance Commission
19    for transfer to the Federal Student Loan Fund  from  revenues
20    derived  from collection payments owed to the U.S. Department
21    of Education,  complement  revenues,  and  payments  required
22    under agreements with the U.S. Secretary of Education.

23        Section  60.  The  sum  of  $100,000,  or so much of that
24    amount as may be necessary, is appropriated from the Accounts
25    Receivable Fund to the Illinois Student Assistance Commission
26    for  costs  associated  with  the  collection  of  delinquent
27    scholarship awards pursuant to the Illinois Collection Act of
28    1986.

29        Section 65.  The  following  named  amount,  or  so  much

 1    thereof  as  may  be necessary, respectively, is appropriated
 2    from the Federal Student Assistance Scholarship Fund  to  the
 3    Illinois  Student  Assistance  Commission  for  the following
 4    purpose:
 5      For payment of Robert C. Byrd
 6       Honors Scholarships.............................$1,750,000

 7        Section 70.  The sum of $70,000, or so  much  thereof  as
 8    may  be  necessary,  is  appropriated to the Illinois Student
 9    Assistance Commission from  the  University  Grant  Fund  for
10    payment  of  grants  for  the  Higher Education License Plate
11    Program, as provided by law.

12        Section 99.  Effective date.  This Act takes effect  July
13    1, 1999.".
