1 AN ACT relating to emergency telephone system
2 dispatchers, amending named Acts.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The State Mandates Act is amended by adding
6 Section 8.23 as follows:
7 (30 ILCS 805/8.23 new)
8 Sec. 8.23. Exempt mandate. Notwithstanding Sections 6
9 and 8 of this Act, no reimbursement by the State is required
10 for the implementation of any mandate created by this
11 amendatory Act of the 91st General Assembly.
12 Section 10. The Emergency Telephone System Act is
13 amended by adding Section 10.4 as follows:
14 (50 ILCS 750/10.4 new)
15 Sec. 10.4. Dispatcher certification.
16 (a) After December 31, 2000, a person providing dispatch
17 services for an emergency telephone system must be certified
18 by the Academy of Emergency Medical Dispatchers.
19 (b) A home rule unit may not regulate the qualifications
20 of persons providing dispatch services for emergency
21 telephone systems in a manner less restrictive than the
22 regulation by the State of the qualifications of persons
23 providing dispatch services for emergency telephone systems.
24 This Section is a limitation under subsection (i) of Section
25 6 of Article VII of the Illinois Constitution on the
26 concurrent exercise by home rule units of powers and
27 functions exercised by the State.
