      25 ILCS 5/3.1             from Ch. 63, par. 3.1
          Creates the State Government Building  Safety  Commission
      Act.  Creates the State Government Building Safety Commission
      consisting  of  the Director of State Police, the Director of
      Security for the Office of the  Secretary  of  State,  and  8
      members  of  the  General  Assembly,  2 each appointed by the
      Speaker and Minority Leader of the House  and  the  President
      and  Minority  Leader  of  the  Senate.   Provides  that  the
      Commission  shall  study security procedures of the 50 states
      at each state  capitol  building  and  other  primary  office
      buildings  of  each  state  government  and  shall  make  its
      recommendations  to  the  Governor and General Assembly on or
      before December 30, 1998 for the implementation of  increased
      security   procedures  for  the  Capitol  Building,  Stratton
      Building, the Michael  J.  Howlett  Building,  the  James  R.
      Thompson Center, and the State of Illinois Building.  Permits
      the  Commission  to keep the report confidential.  Amends the
      General Assembly Organization Act to  exempt  the  report  on
      security  from  the  public  filing  requirements  of reports
      submitted to the General Assembly.  Effective immediately.

 1        AN ACT to create the  State  Government  Building  Safety
 2    Commission and amending a named Act.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 1.  Short title.  This Act may be  cited  as  the
 6    State Government Building Safety Commission Act.
 7        Section 5.  State Government Building Safety Commission.
 8        (a)  There  is  created  the  State  Government  Building
 9    Safety Commission (hereinafter referred to as the Commission)
10    consisting  of  2  members  of  the  Senate  appointed by the
11    President of the Senate, 2 members of the Senate appointed by
12    the Minority Leader of the Senate, 2 members of the House  of
13    Representatives  appointed  by  the  Speaker  of the House, 2
14    members of the House  of  Representatives  appointed  by  the
15    Minority  Leader  of the House, the Director of State Police,
16    ex-officio, and the Director of Security for  the  Office  of
17    the Secretary of State, ex-officio.
18        (b)  The  members  of  the Commission shall serve without
19    compensation but shall be reimbursed for their reasonable and
20    necessary expenses from funds  appropriated  by  the  General
21    Assembly for that purpose.
22        (c)  The  Commission  shall meet initially at the call of
23    the Director of State Police, shall select one of its members
24    as chairperson at its initial meeting, shall thereafter  meet
25    at  the  call of the chairperson, may hold hearings in closed
26    session, and shall receive the assistance of  those  agencies
27    it deems appropriate.
28        (d)  The  Commission  shall survey security procedures of
29    the 50 states  at  each  state  capitol  building  and  other
30    primary  office buildings of each state government, including
31    the staffing and training  of  full-time  security  personnel

 1    employed  in  those buildings, and the use of metal detectors
 2    and other  screening  devices.   The  Commission  shall  make
 3    recommendations  for  implementation  of  increased  security
 4    procedures   for   the   following  buildings:   the  Capitol
 5    Building, the Stratton Building, and the Michael  J.  Howlett
 6    Building  in  Springfield, Illinois and the James R. Thompson
 7    Center  and  the  State  of  Illinois  Building  in  Chicago,
 8    Illinois.
 9        The Commission shall report its findings to the  Governor
10    and the General Assembly on or before December 30, 1998.  The
11    report  may  be  kept  confidential  at the discretion of the
12    Commission, except that the report shall be disclosed to  the
13    President  and Minority Leader of the Senate, the Speaker and
14    Minority Leader of the House, the Secretary of State, and the
15    Governor.  The provisions  of  Section  3.1  of  the  General
16    Assembly   Organization  Act  do  not  apply  to  the  report
17    submitted under this Section.
18        Section 105.  The General Assembly  Organization  Act  is
19    amended by changing Section 3.1 as follows:

21        Sec.  3.1.   Except as otherwise provided in Section 5 of
22    the State Government Building Safety Commission Act, whenever
23    any law or  resolution  requires  a  report  to  the  General
24    Assembly,  that  reporting  requirement shall be satisfied by
25    filing one copy of the report with  each  of  the  following:
26    the  Speaker,  the Minority Leader and the Clerk of the House
27    of Representatives and the President, the Minority Leader and
28    the Secretary of the  Senate  and  the  Legislative  Research
29    Unit.   Additional  copies  shall  be  filed  with  the State
30    Government  Report  Distribution  Center  for   the   General
31    Assembly  as required under paragraph (t) of Section 7 of the
32    State Library Act.

 2        Section 999.  Effective date.  This Act takes effect upon
 3    becoming law.
