 1                    AMENDMENT TO SENATE BILL 327
 2        AMENDMENT NO.     .  Amend Senate Bill 327 on page 1,  by
 3    replacing line 2 with the following:
 4    "changing Sections 3, 4, and 7."; and
 5    by  replacing  everything  after the enacting clause with the
 6    following:
 7        "Section 5.  The Alzheimer's Disease  Assistance  Act  is
 8    amended by changing Sections 3, 4, and 7 as follows:
 9        (410 ILCS 405/3) (from Ch. 111 1/2, par. 6953)
10        Sec. 3.  Definitions.  As used in this Act:
11        (a)  "Alzheimer's  disease and related disorders" means a
12    health condition resulting from  significant  destruction  of
13    brain   tissue   with   resultant  loss  of  brain  function,
14    including, but not limited to, progressive, degenerative  and
15    dementing illnesses including presenile and senile dementias,
16    including Alzheimer's disease and other related disorders.
17        (b)  "Regional  Alzheimer's Disease Assistance Center" or
18    "Regional  ADA  Center"  means  any  a  postsecondary  higher
19    educational  institution   having   a   medical   school   in
20    affiliation  with  a  medical  center  and  having a National
21    Institutes  of  Health  and  National  Institutes  on   Aging

 1    sponsored  Alzheimer's Disease Core Center, and designated as
 2    such by  the  Illinois  Department  of  Public  Health  under
 3    Section  4  of  this  Act.  Any Regional ADA Center which was
 4    designated as having  a  National  Alzheimer's  Disease  Core
 5    Center  but no longer carries such designation shall continue
 6    to serve as a Regional ADA Center.
 7        (c)  "Primary  Alzheimer's  provider"  means  a  licensed
 8    hospital,  a  medical  center  under  the  supervision  of  a
 9    physician  licensed  to  practice  medicine  in  all  of  its
10    branches,  or  a  medical  center   that   provides   medical
11    consultation,  evaluation,  referral and treatment to persons
12    who  may  be  or  who  have  been  diagnosed  as  victims  of
13    Alzheimer's  disease  or  related   disorders   pursuant   to
14    policies, standards, criteria and procedures adopted under an
15    affiliation  agreement  with a Regional ADA Center under this
16    Act.
17        (d)  "Alzheimer's disease  assistance  network"  or  "ADA
18    network"  means  the various health, mental health and social
19    services  agencies  that  provide  referral,  treatment   and
20    support  services  under  standards  and  plans  adopted  and
21    implemented in conjunction with a Regional ADA Center.
22        (e)  "ADA  Advisory Committee" or "Advisory Committee" or
23    "Committee" means the Alzheimer's Disease Advisory  Committee
24    created under Section 6 of this Act.
25        (f)  "Department" means the Illinois Department of Public
26    Health.

29        Sec.  4.   Development of standards for a service network
30    and designation of regional centers  and  primary  providers.
31    By  January 1, 1987, the Department, in consultation with the
32    Advisory Committee, shall develop standards for  the  conduct
33    of   research   and   for   the  identification,  evaluation,

 1    diagnosis, referral and treatment of victims  of  Alzheimer's
 2    disease  and related disorders and their families through the
 3    ADA  network  of  designated  regional  centers   and   other
 4    providers  of  service  under this Act.  Such standards shall
 5    include:
 6        (a)  A  description  of  the  specific  populations   and
 7    geographic  areas  to be served through ADA networks that may
 8    be established under this Act;
 9        (b)  Standards, criteria and procedures  for  designation
10    of  Regional  ADA  Centers,  which  ensure  the  provision of
11    quality care to a broad segment  of  the  population  through
12    on-site  facilities  and  services  and  through a network of
13    primary Alzheimer's providers and other providers of  service
14    that  may be available within the service area defined by the
15    Department.  At least 2 one Regional ADA Centers Center shall
16    be conveniently located to  serve  the  Chicago  metropolitan
17    area   and   at  least  one  Regional  ADA  Center  shall  be
18    conveniently located to serve the balance of the State.   The
19    Regional ADA Centers shall provide at least the following:
20        (1)  Comprehensive diagnosis and treatment facilities and
21    services   which   have   (i)   professional   medical  staff
22    specially-trained   in   geriatric    medicine,    neurology,
23    psychiatry and pharmacology, and the detection, diagnosis and
24    treatment  of Alzheimer's disease and related disorders, (ii)
25    sufficient support staff who are  trained  as  caregivers  to
26    victims  of  Alzheimer's disease and related disorders, (iii)
27    appropriate and adequate equipment  necessary  for  diagnosis
28    and  treatment,  (iv)  transportation  services necessary for
29    outreach to the service area defined by  the  Department  and
30    for  assuring  access  of patients to available services, (v)
31    and such other support services, staff and equipment  as  may
32    be required;
33        (2)  Consultation  and  referral services for victims and
34    their families to ensure informed consent to treatment and to

 1    assist them in obtaining  necessary  assistance  and  support
 2    services  through  primary  Alzheimer's providers and various
 3    private and public agencies that may otherwise  be  available
 4    to provide services under this Act;
 5        (3)  Research  programs  and facilities to assist faculty
 6    and students in discovering the cause of and  the  diagnosis,
 7    cure  and  treatment  for  Alzheimer's  disease  and  related
 8    disorders;
 9        (4)  Training,  consultation and continuing education for
10    caregivers, including families of those who are  affected  by
11    Alzheimer's disease and related disorders;
12        (5)  Centralized  data collection, processing and storage
13    that will serve as a clearinghouse of information  to  assist
14    victims,  families  and  ADA  Resources,  and  to  facilitate
15    research; and
16        (6)  Programs  of  scientific  and  medical  research  in
17    relation  to  Alzheimer's  disease and related disorders that
18    are designed and conducted in a manner that may  enable  such
19    center  to qualify for Federal financial participation in the
20    cost of such programs.
21        (c)  Procedures for recording and reporting research  and
22    treatment  results by primary Alzheimer's providers and other
23    affiliated providers of  service  that  are  within  the  ADA
24    network to the Regional ADA Center and to the Department;
25        (d)  Policies,   procedures  and  minimum  standards  and
26    criteria to be included  in  affiliation  agreements  between
27    primary  Alzheimer's providers and the Regional ADA Center in
28    the conduct of any research and in  the  diagnosis,  referral
29    and  treatment  of victims of Alzheimer's disease and related
30    disorders and their families; and
31        (e)  Policies,  procedures,   standards   and   criteria,
32    including   medical   and   financial   eligibility  factors,
33    governing admission  to  and  utilization  of  the  programs,
34    facilities  and services available through the ADA network by

 1    persons who may be or who have been diagnosed as  victims  of
 2    Alzheimer's  disease  and  related disorders, including forms
 3    and procedures for obtaining necessary  patient  consents  to
 4    participation   in   research,   and  in  the  reporting  and
 5    processing of appropriate information in a patient's  medical
 6    records   in   relation   to   consultations,  referrals  and
 7    treatments by the various providers of service within the ADA
 8    network.

11        Sec. 7.  Regional ADA center grants-in-aid.  Pursuant  to
12    appropriations   enacted   by   the   General  Assembly,  the
13    Department shall provide grants-in-aid to each  Regional  ADA
14    Center Centers for necessary research and for the development
15    and  maintenance  of  services  for  victims  of  Alzheimer's
16    disease and related disorders and families in accordance with
17    the  State Alzheimer's Assistance Plan.  The Department shall
18    promulgate rules and procedures  governing  the  distribution
19    and   specific   purposes  for  such  grants,  including  any
20    contributions of recipients of services toward  the  cost  of
21    care.
