 1                    AMENDMENT TO HOUSE BILL 1587
 2        AMENDMENT NO.     .  Amend House Bill 1587 on page 1,  by
 3    replacing lines 8 through 30 with the following:
 4        "Sec. 1-30.  Welfare Reform Oversight Task Force.
 5        (a)  The  Welfare  Reform Oversight Task Force is created
 6    within the Department to provide advice  to  the  Department,
 7    the  Governor,  and  the  General  Assembly regarding welfare
 8    reform.  The task force shall consist of 16 members appointed
 9    by legislative leaders, of whom 4 shall be appointed  by  the
10    Speaker of the House of Representatives, 4 shall be appointed
11    by  the  Minority  Leader  of the House of Representatives, 4
12    shall be appointed by the President  of  the  Senate,  and  4
13    shall  be  appointed  by  the  Minority Leader of the Senate.
14    Each of these appointing authorities may appoint no more than
15    2 members of the General Assembly to serve on the task force.
16    The Secretary shall appoint 2 members from the general public
17    who have expertise and interest in  the  subject  of  welfare
18    reform.   The Secretary of Human Services and the Director of
19    Public Aid, or their designees, shall  serve  as  ex-officio,
20    non-voting members of the task force.  All appointments shall
21    be  in  writing  and  filed  with the Secretary of State as a
22    public record.  Any vacancy shall be filled by appointment in
23    the same manner as the original appointment.  In the case  of

 1    an appointment of a member of the General Assembly, a vacancy
 2    shall  exist  when  a  member  no  longer  holds  the elected
 3    legislative office held at the time of appointment.   Members
 4    appointed other than to fill a vacancy shall be appointed for
 5    a  2-year  term.   The  term  of  all voting members, whether
 6    appointed to fill a vacancy or  otherwise,  shall  expire  on
 7    February 1 of each odd-numbered year.
 8        (b)  At  their  first  meeting  and  in  February of each
 9    odd-numbered year thereafter, the appointed  members  of  the
10    task  force shall elect from among the task force members who
11    are members of the General  Assembly  2  co-chairpersons  and
12    other  officers as necessary.  The co-chairpersons may not be
13    members appointed  by  the  same  legislative  leader  or  by
14    legislative  leaders affiliated with the same political party
15    and may not be members of  the  same  house  of  the  General
16    Assembly.   The  task  force  shall conduct at least 4 public
17    hearings annually and may conduct meetings  more  often  upon
18    the call of the chair or any 9 members.  A quorum of the task
19    force shall be 10 members.
20        (c)  Members  shall serve without compensation, but shall
21    be reimbursed for their reasonable expenses actually incurred
22    in carrying out  their  duties.    These  expenses  shall  be
23    reimbursed  in  the  same manner as other advisory committees
24    and task forces to  the  Department.   The  Department  shall
25    provide  staff  and technical assistance to the task force to
26    enable it perform its functions.
27        (d)  The task force shall monitor implementation of State
28    and federal welfare reform laws, regulations,  programs,  and
29    funding,  including  the  federal Personal Responsibility and
30    Work Opportunity Reconciliation Act of  1996  (P.L.  104-193)
31    and  related  measures.   The  task  force shall, as it deems
32    necessary, advise  the  Department,  the  Governor,  and  the
33    General Assembly regarding changes in policies, programs, and
34    laws   that   may  improve  the  State's  implementation  and

 1    administration of welfare reform measures.
 2        (e)  This Section is repealed on May 31, 2005.".
