Amends the Department of Human Services Act. Creates
within the Department a Welfare Reform Oversight Committee
to monitor implementation of federal welfare reform
guidelines. Effective immediately.

1 AN ACT to amend the Department of Human Services Act by
2 adding Section 1-30.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Department of Human Services Act is
6 amended by adding Section 1-30 as follows:
7 (20 ILCS 1305/1-30 new)
8 Sec. 1-30. Welfare Reform Oversight Committee.
9 (a) The Welfare Reform Oversight Committee is created
10 within the Department. The Committee shall be composed of 5
11 members. One member shall be appointed by each of the
12 following: the Governor, the President of the Senate, the
13 Minority Leader of the Senate, the Speaker of the House of
14 Representatives, and the Minority Leader of the House of
15 Representatives. The Committee members shall select a
16 chairperson from among their number and shall meet at the
17 call of the chairperson. The Committee members shall not
18 receive any compensation for their services but shall be
19 reimbursed for their reasonable expenses actually incurred in
20 performing their duties.
21 (b) The Committee shall monitor the implementation in
22 this State of federal guidelines for welfare reform adopted
23 in or pursuant to the Personal Responsibility and Work
24 Opportunity Reconciliation Act of 1996 (P.L. 104- 193) or
25 other welfare reform measures.
26 (c) The Department shall provide funding and staff to
27 enable the Committee to perform its functions.
28 (d) The Committee shall report to the Governor and the
29 General Assembly concerning its work as often as the
30 Committee deems necessary.

1 Section 99. Effective date. This Act takes effect upon
2 becoming law.
