          Amends the Criminal Code of 1961.  Provides that a person
      commits insurance fraud when he or she makes  a  false  claim
      against   a   self-insured   entity,  insurance  company,  or
      governmental unit (now an insurance company).  Provides  that
      a  person  commits  the offense of aggravated insurance fraud
      when he or she makes  3  or  more  false  claims  against  an
      insurance  company, self-insured entity, or governmental unit
      (now only an insurance company) within  an  18-month  period.
      Provides   that  organizing  an  aggravated  insurance  fraud
      conspiracy is a Class  X  felony  (now  a  Class  1  felony).
      Provides  for  civil  damages  for  insurance fraud committed
      against a self-insured entity or a governmental unit.

 1        AN ACT concerning child witnesses, amending named Acts.
 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:
 4        Section  5.  The  Code  of  Criminal Procedure of 1963 is
 5    amended by adding  Sections  106B-3,  112-9,  and  115-20  as
 6    follows:
 7        (725 ILCS 5/106B-3 new)
 8        Sec.  106B-3.  Child  advocate. A child under 18 years of
 9    age who testifies under this Article shall be allowed to have
10    an advocate on his or her behalf. The child advocate  may  be
11    one  of  those  persons permitted under subdivision (d)(5) of
12    Section 106B-5. Upon motion  of  the  State's  Attorney,  the
13    child advocate shall be appointed by the court.

15        Sec.  112-9.  Child  advocate.  A child under 18 years of
16    age who testifies before the Grand Jury shall be  allowed  to
17    have an advocate on his or her behalf. The child advocate may
18    be one of those persons permitted under subdivision (d)(5) of
19    Section  106B-5.  Upon  motion  of  the State's Attorney, the
20    child advocate shall be appointed by the court.

22        Sec. 115-20.  Child advocate.  A child under 18 years  of
23    age  who  testifies before the court shall be allowed to have
24    an advocate on his or her behalf. The child advocate  may  be
25    one  of  those  persons permitted under subdivision (d)(5) of
26    Section 106B-5. Upon motion  of  the  State's  Attorney,  the
27    child advocate shall be appointed by the court.
28        Section  10.  The  Statewide Grand Jury Act is amended by

 1    adding Section 11 as follows:
 2        (725 ILCS 215/11 new)
 3        Sec. 11.  Child advocate. A child under 18 years  of  age
 4    who  testifies  before  the  Statewide  Grand  Jury  shall be
 5    allowed to have an advocate on his or her behalf.  The  child
 6    advocate   may  be  one  of  those  persons  permitted  under
 7    subdivision (d)(5) of Section 106B-5 of the Code of  Criminal
 8    Procedure of 1963. Upon motion of the State's Attorney or the
 9    Attorney  General,  the  child advocate shall be appointed by
10    the court.
11        Section 99.  Effective date.  This Act takes effect  upon
12    becoming law.
