| 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of Derald Scott Brown of Lincoln, who | 4 | | passed away on February 14, 2021; and
| 5 | | WHEREAS, Scott Brown was born in Decatur on June 28, 1955; | 6 | | he was the son of Derald A. and Shirley R. Sarver Brown; he | 7 | | graduated from Warrensburg-Latham High School in 1973; he | 8 | | attended the Police Training Institute Basic Law Enforcement | 9 | | Class #1023 from October 10, 1994 to December 16, 1994; he | 10 | | attended D.A.R.E. instructor school from September 20, 1998 to | 11 | | October 2, 1998; he married Dawn Ellen Coers on October 23, | 12 | | 2008; and
| 13 | | WHEREAS, Scott Brown was employed at Wagner Castings in | 14 | | Decatur for 10 years and at the Turris Coal Mine for five | 15 | | years; and
| 16 | | WHEREAS, Scott Brown was hired as a deputy for Logan | 17 | | County on September 1, 1994, and he retired after 21 years on | 18 | | February 28, 2015; he also worked as a police officer in Mt. | 19 | | Pulaski for 5 years; he was instrumental in the Effective | 20 | | Youth Program at local schools, dating back to 2002; he served | 21 | | as an Illinois Training and Standards Board certified | 22 | | instructor in Control and Arrest Tactics since 2007; he was |

| 1 | | awarded a 20-year D.A.R.E. instructor plaque in 2018; after | 2 | | retirement, he worked as a security officer for the Logan | 3 | | County Courthouse; and
| 4 | | WHEREAS, Scott Brown began the Lincoln Taekwondo Center in | 5 | | 1980, where he taught Taekwondo for 41 years; he believed the | 6 | | school belonged to the community, hence the name Lincoln | 7 | | Taekwondo; he worked to better the community by teaching | 8 | | courtesy, integrity, perseverance, self-control, and | 9 | | indomitable spirit; he trained countless national and | 10 | | international competition teams; he only awarded 43 black | 11 | | belts in 41 years to keep the value of the black belt intact; | 12 | | and
| 13 | | WHEREAS, Scott Brown was committed to his faith; he was a | 14 | | member and deacon of the Prairieland Christian Church in | 15 | | Hartsburg; he was a loving husband, father, and grandfather; | 16 | | he will be remembered for being a true mentor and friend; and
| 17 | | WHEREAS, Scott Brown is survived by his wife; his | 18 | | children, Loan N. Nguyen (Binh) Duong, Thao N. (Michael) | 19 | | Mayberry, Glendon (Andrea) Bradley, Grant (Kelsey Voss) | 20 | | Bradley, and Andrew Scott (Kami) Brown; his sisters, Kathy S. | 21 | | (Rick) Fite and Sarah (Donovan) Lacox; and his grandchildren, | 22 | | Olivia Brown, Jessica Nguyen, Christopher Duong, Chase | 23 | | Mayberry, Emily Mayberry, Gabriel Bradley, Duke Bradley, and |
