AMENDMENT TO SENATE BILL 2297

2    AMENDMENT NO. ______. Amend Senate Bill 2297 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Human Services Act is
5amended by adding Section 1-85 as follows:
 
6    (20 ILCS 1305/1-85 new)
7    Sec. 1-85. Behavioral health referrals; agency monitoring.
8The Department of Human Services, in conjunction with the
9Department of Children and Family Services, shall develop a
10comprehensive list of children and youth under the age of 18
11who are diagnosed with intellectual and developmental
12disabilities or with a mental illness and are referred to a
13children's group home, an Illinois public school, a
14therapeutic day school, or a private in-state or out-of-state
15residential program due to their need for behavioral health
16services and supports. The list shall indicate whether a child

1remains in a hospital pending placement after the child is
2medically or clinically cleared to be discharged. The
3Department of Human Services shall work in conjunction with
4the Department of Children and Family Services, the Department
5of Healthcare and Family Services, the State Board of
6Education, and the Department of Juvenile Justice to track the
7referrals, monitor any possible overlap between agencies,
8track funding streams, track the number of available
9facilities, staff, and beds, and establish clear processes and
10memoranda of understanding for the exchange of this
11information.
 
12    Section 99. Effective date. This Act takes effect upon
13becoming law.".
